<br /> 67-47 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br />TO CHANGE THE VOTING PLACE FOR PRECINCT NO. 22 (WILSON) TO THE BOY SCOUT CABIN AT 5607 WINCHESTER DRIVE"

<br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vote:

<br />67-48 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br /> 67-62 - The following letter from Dr. M. E. Alford was read:
<br /> "Dr. M. A. Kise, Chairman of the School Board, requested that I express the Board's
<br />appreciation for permitting us to issue contracts prior to the adoption of the entire school budget.
<br />~ne increase included in the 1967-68 salary schedule will enable Portsmouth city to remain competitive
<br />in the intense struggle to recruit competent personnel to teach the boys and girls enrolled in our public
<br />schools~"

<br />Motion of Mr. Knight that the letter be received as information was adopted, without dissenting vote.
<br />
<br /> 67-63 - The following letter from Mrs. James A. Cates, President, Grove Parr Garden Club, was read:
<br /> "I was instructed by the members of Grove Park Garden Club to urge you to see that Section S-7(n)
<br />of the Zoning Ordinance of the City of Portsmouth is enforced. This section-says, and I ouote: ~Corner
<br />visibility. On a corner plot, within the area formed by the center lines of the intersec{ing streets and
<br />a line joining points on such center lines at a distance of 80 feet from their intersection, there shall be
<br />no obstruction to vision between a height of three feet and a height of ten feet above the average grade
<br />of each street at the~center line thereof; p~ovided, however this section shall not apply to United
<br />States mail boxes, police and fire alarm boxes, public utility poles, street name markers, official
<br />traffic signs and control devices, fire hydrants, and tree tInlnks with circumference not greater than five
<br />feet.*
<br /> In our particular area, as well as in many other sections of the city, there are blind co~ers
<br />which are quite hazardous to the driving public.
<br /> We are lookigg to you gentlemen to lookJinto this matter andLhave it corrected before someone
<br />is killed, or seriously injured.

<br /> Motion of Mr, Barnes to refer to the City Manager for a report back t9 ~he Council, was adopted,
<br />without dissenting vote.

<br /> 67-64 - The following letter from B. A. Haddon, Chairman, Civic Understanding Commission, was read:
<br /> "In reference to my letter of.February 1t, last, submitted to this body, the following is for
<br />your information and consideration concerning Portsmouth's International Friendship Zoological Gardens.
<br /> The pit and enclosure construction began on December 2~, 1966, with Mr. Gus M. Jones, Jr., as the
<br />contractor who is doing the work on a cost plus basis which is considerably less than the quoted costs [ have
<br />received from several of our larger contractors in the area who stated that they were planning to do the
<br />work at cost also.
<br /> Most of the construction has been paid for by the Portsmouth Junior Womans Club whose expenditures
<br />have run as follows:
<br /> Paid to Mr. Gus M. Jones, Jr. $8,137.97
<br /> Paid to G. T. McLean Co. 621.00
<br /> Paid for test drilling 226.00
<br /> Total paid out to date ~-
<br /> The amount paid out to Mr. Jones has gone toward the costs of all pit areas being excavated, a
<br />network of drain lines installed, the steel and concrete work for the flooring of ali pit and exhibit areas.
<br />This includes plumbing drains being placed. The amount paid to the G. T. McLean Co., was For hauling 838
<br />ya~s of additional dirt needed for the site. The test borings are self explanitory.
<br /> q~qe zoo area is now taking shape where, with a little imagination, it can be seen what lies
<br />in store concerning the completed project. The estimated cost of completion will run about $70~000.00.
<br /> This cost includes the completion of ~11 exhibit areas and buildings in the zoological compound,
<br />landscaping (which is a ma3or factor in the final success of the project), fencing and paved walkways.
<br />This will include the lighting and sound installations and heating systems which are also very important.
<br /> Gentlemen, I have exhausted every means of finding the necessary funds to conti~he the job,
<br />thus I am turning to you for your consideration in making city funds available. I don't think the
<br />importance of this project n~ed be stressed as to the value where the city is concerned.
<br /> I mm also enclosing an estimated cost of operation sheet for your information.
