415 <br /> <br />March 14, 1967 <br /> <br /> In order to make the zoological gardens self-sustaining I have followed the example of a zoo <br />which is closest to our capacity and idea which charges IO¢~per person admission. This is the Roanoke <br />Mill Mountain Zoo which totals an average of over !,000 admissions daily. According to Mr. Paul L. Routt, <br />Roanoke Superintendent of Parks, this is from a population of 95~000. <br /> In order to come to our estimated income factor i have used ~he conservative figure of 800 <br />admissions daily which t am sure can be reached with little effort other than the promotional <br />functions. <br /> t trust that the foregoing information will assist you in coming to a favorable decision." <br /> <br />Motion of Mr. Barnes to refer to a conference was adopted, without dissenting vote. <br /> <br /> 67-65 - The following letter from the Director of Plannin~ was read: <br /> "At its regular monthly meeting on Tuesday, March 7, 1967, the City Planning Commission publicly <br />heard and acted u~on the following rezoning pefiiions: <br /> Z-67-6 Petition of Albert J. Carr to rezone property described as fellows: Beginning at a <br />ooint 235.4--~t north of the northeast corner of Greenwood Drive and Rapidan Street; thence north <br />~8.75 feet; thence east 1S0 feet to a proposed lot line; thence south approximately 100 feet; thence <br />west 150 feet to the point of origin; from Commercial C-2 to Commercial C-1. The Planning Commission <br />resolved to recommend approval and in retrosnect sensed that much of this RaDidan Street frontage across <br />from single family homes zoned residential might better have been more restricted than Commercial C-2. <br /> Z-67-8 Petition of George R. Stillman, Jr. by Bonnie Sutton to rezone property described as <br />follows: Beginning at the northeast corner of George ~ashing%on Highway and Peach Street; thence <br />northeast approximately 55 feet along George Washington Highway; thence north approximately 90 feet <br />to ~ilcox Avenue; thence west approximately 50 feet to Peahh Street; thence south approximately 115 feet <br />to the point of origin; from Residential R-75 to Com2nerciat ~C-1. The Planning Commission resolved to <br />recommend disapproval on the basis of spot zoning for so small a lot in an area remote ~rom any <br />commercial zoning. <br /> Z-67-10 Peiition of Donald A. Garrett, Charles H. Vaughan, Melvin L. Anderson by Attorney <br />Donald C. ~ to rezone property described as follows: Parcel 1: Beginning 410 feet east of <br />the southeast corner of Manor Road and Portsmouth Boulevard;~east alohg the south side of <br />Portsmouth Boulevard approximately 210 feet; thence south approximately 154 feet; thence southeast <br />approximately 65 feet; thence south 171 feet to a point; thence west approximately 75 feet to <br />the City of Portsmouth property; thence northwest approximately 385 feet to the point of beginning. <br />Parcel 2: Beginning 650 feet east of the southeast corner of Portsmouth Boulevard and Manor Avenue; <br />thence east along the south side of Portsmouth Boulevard approximately 290 feet; thence south approximately <br />53 feet; thence southeast approximately 128 feet; thence south approximately 85 feet; thence <br />southwest approximately 295 feet; thence west approximately 99 feet; thence north approximately 171 <br />feet; thence northwest approximately 65 feet; thence north approximately 134 feet to the noint of <br />origin; from Residential R-60-A (Parcel 1) and Residential R~75-S (Parcel 2) to Commercial C-2. ~e <br />Planning Cormmission resolved to recommend disapproval on grounds of non-conformity with its plan for <br />commercial land use along newly constructed Portsmouth Boulevard. For several years, the Planning <br />Commission has successfully advanced a plan to concentrate needed new neighborhood commerce at four <br />collector street intersections (Shea Street, City Park Avenue, El~urst Lane and Hodges Ferry Road). <br />Two years ago the Planning Commission and City Council acknowledged hardship on the pharmacy property <br />and authorized office building~mu!ti family zoning district R-60-A which paves the way for appropriate <br />and economically sound uses of the property." <br /> <br />On motion of Mr. Barnes, referred to the City Clerk for advertising, for hearing on April 11~ 1967. <br /> <br /> 67-66 - The following letter from the Director of Planning was read: <br /> "At its regular monthly meeting on TueJday, March 7, 1967, the City Planning Commission publicly <br />heard and resolved to recommend approval of the following rezoning petition in connection with <br />execution of the ~aver Redevelopment Project: <br /> Z-67-11 Petition of the City of Portsmouth in cooperation with the Portsmouth Redevelopment <br />and Housin~rity relative to the Va. R-40 !ieaver Redevelopment Project to rezone the following <br />areas within boundaries of this slum clearance project: <br /> Area t: Beginning at the intersection of the centerline of Elm Avenue and interstate 264; <br />thence north to a point which is 170 feet south from the centerline 6f South Street; thence east 140 <br />feet; thence north 35 feet; thence east 140 feet to the centerline of Prentis Avenue; thence north <br />along said centerline 110 feet; thence east 120 feet to the property line of Ida BafDour <br />thence southeast 120 feet along said projected to a point; thence east 435 feet to the centerline <br />of Crab~Dple Street; thence south 255 feet; thence east and perpendicular 420 feet to a?point; thence <br />northeast 310 feet go an existing zoning boundary line which is p~rallel to and 300 feet west of <br />the centerline of Effingham Street; thence south along said boundary line to its intersection with the <br />centerline of Interstate 264; thence west along said centerline to the point of origin; from <br />Industrial M-t to Residential R-60. <br /> Area 2: Beginning at the intersection of the centerline of Chestnut and South Streets; thence <br />southwest al-~the centerline of South Street to the Ida Barbour Park boundary line extended south; thence <br />north along said extended line to a point which is 300 feet south of the centerline of County Street; <br />thence northeast 200 feet along the centerline of a proposed alley to a point; thence east 235 <br />feet parallel to County Street zo a-~po~nt; thence south 110 feet; thence southeast 50 feet; thence <br />south 110 feet to an existing zoning boundary; ~hence west 125 feet; thence south 290 feet to <br />a point 140 feet south of the South Street centerline; thence west 110 feet to the Chestnut Street <br />centerline; thence north along said cen~erline to the centerline of South Street, the point of <br />origin; from Commercial C-2 to Residential R-60. <br /> Area 3: Beginning at the intersection of the centerlines of Effingh~m and Cotnlty Streets; thence <br />south 410 ~o a point in an existing zoning boundary; thence west 200 feet along said boundary; thence <br />north 110 feet to a point; thence northwest 50 feet; thence north 110 feet to a rear property line; thence <br />235 feet to the centerline of a proposed alley; thence southwest to the boundary of'Ida Barbour Park; <br />thence north along said boundary to a rear property line; thence east 145 feet to the centerline of Chest- <br />nut Street; thence north along said centerline to its intersection with the centerline of County Street; <br /> <br /> <br />
