<br /> 67-96 - The following communication from Virgil and Hula Ham~ett, 4200 Griffin Street was
<br />read:
<br /> "Please give careful thought 5efore cutting the fund for curbs and gutters as suggested
<br />by the City Manager. As you know, I did live in Parkview on Linden Avenue wher~ we.~ad gutters and
<br />even had our streets swept.
<br /> I now live on Griffin Street in the 4200 block and only have a three foot ditch on one
<br />side of the Street and a two foot one on my side. I feel thi~ street Will be at the bottom of the
<br />list, but we could hope as long as there is a list. Thank you for tabling the recommendation last
<br />meeting."
<br />
<br /> Motion of Mr. King to receive as information and refer to a conference of Council on curbs and
<br />gutters, was adopted, without dissenting vote.
<br />
<br /> 67-97 - The following communication from Mr. and Mrs. Clarence L. Munday, 4415 Clifford Street,
<br />was read, and on motion of Mr. Leery, received as information and referred to the Council conference
<br />on curbs and gutters:
<br /> "We are opposed to amending the curb and gutter ordinance. We have lived here thirteen
<br />years and do not have curbs and gutters on our block. We are paying an additional 5% utility tax for
<br />this improvement and hate to see it taken away."
<br />
<br /> 67-98 - The following communication from Mrs..~J. M.'~cPherson, 4114 Scott Street, was read, and
<br />on motion of Mr. Hastes, received as information, and referred to a conference on curb~ and ~tters:
<br /> "When I hear someone who is p~aying ~ay, "Give wisdom to all those who guide our city and
<br />who are in authority over us," I silently say, "Yes Lord" for I feel we have a good city government
<br />and I appreciate the improvements made citywide under this group of councilmen. Thank you for your efforts.
<br /> Three years ago we bought at 4114 Scott Street in Nesthaven not knowing anything about the
<br />property problems. We had hardly moved in when neighbors began telling us how deep water stood on the
<br />lot after the slightest rain. Needless to say, we were concerned. We have had the best of cooperation
<br />from Public l~orks men and especially Mr. Boggs, As a result we've had less of a water problem than
<br />the neighbors ever remembered.
<br /> The needs are tremendous for a city our size and each person involved i~ a particular
<br />need fe~ls that particular need. If Grove Park - Westhaven had no storm drain or sewage I'm sure
<br />we would welcome relief but~I doubt we would want others to do without improvements they are paying for.
<br />Isn't it possible to continue the curbing program until all curbing is completed so at least one
<br />expensive problem would be taken care of because as long as there is a need for curbing there will be
<br />dissatisfaction with paying extra for something never obtained.
<br /> Please don't neglect to consider the needs of 1/2 the residents of Grove Park - Westhaven who
<br />are in need of curbs.

<br /> 67-99 - The followin~ communication from the West Side Civic League was read, and on motion of
<br />Mr. Johnson, received as information:
<br /> "The members of this League respectfully request that you give consideration to replacing
<br />the metal city automobile plates with:decals in 1968.
<br /> Norfolk, Virginia Beach and Chesapeake now use decals, and it appears that the change is
<br />working satisfactorily in these areas.
<br /> It would be a saving to the city of approximately 50% to use decals. It would
<br />simplify handling and require less storage area. It would likewise eliminate the possibility
<br />of theft if decals are used in place of metal plates as we use at the present time.
<br /> As it is .now some cars have the city plates on the front and some on the rear. If decals
<br />are used it would be uniform since they would be placed about eye level on .the windshield, thus making
<br />it easier for the police to check for violations.
<br /> If Portsmouth should decide to use decals it would certainly save car owners of Portsmouth time
<br />and trouble, si~ce they now are required to change city plates in January and again in March when
<br />state plates must be purchased."
