April 11, 1967 <br /> <br /> '~n March I1, 1967, a basketball team representing I. C. Norcom Hfgh School and the City of <br />Portsmouth was cro~rn6d State Basketball Champion of the Virginia Interscholastic Association. This <br />same team subsequently participated in a National Basketball Tournament in Montgpmery, Alabama <br />and received third place honors. <br /> I believe it would be appropriate that this fine group of athletes and coaches receive an <br />official proclamation from our City Council commending them for these significant achievements, and <br />the credi~ that these events have brought to our city." <br /> <br /> Motion of Mr. Barnes that the City Attorney be requested to prepare a;~resolution commending the <br />I. C. Norcom High School basketball team for their outstanding achievements, was adopted, without <br />dissenting vote. <br /> <br /> 67-101 - The following communication from the Superintendent of Schools was read: <br /> 'The Portsmouth School Board respectfully requests permission to proceed with construction <br />of the proposed Instructional Resource Services Center, to be located on the site adjacent to John <br />Tyler Elementary School. <br /> In a conversation with Dr. L. C. McRae~ Assistant Superintendent, State administrators of Title <br />I, Public Law 89-10, indicated a willingness to transfer fifty to sixty thousand dollars to the <br />construction fund of the Instructional Resource Services Center. In order to take advantage of this <br />offer we must apply immediately. Otherwise, the State will allocate funds tentatively reserved for <br />Portsmouth to other school divisions." <br /> <br />Motion of Mr. Barnes to refer to a conference on the budget, was adopted, without dissenting vote. <br /> <br /> 67-102 - The following communication from the Portsmouth Naval Shipyard ~iaseum was read: <br />"The enclosed resolutions were adopted at the last regular meeting of the Portsmouth <br />Naval Shipyard Museum Board for presentation to and favorable action by City Council of Portsmot~h. <br /> Mayor Smith has given~permission to have this placed on the agenda of the next meeting of <br />the Council." <br /> <br />Motion of Mr~ Knight to refer to a conference of the Council, was adoptgd, without dissenting vote. <br /> <br />67-103 - The following communication from Mrs. L. L. Jackson, Jr. was read: <br /> "Mr. BrnceMyers <br /> State Game Warden <br /> Richmond, Va. <br /> <br /> We, the neighbors of Kingman Heights, are writing to you in hopes you will help us. We are <br />desperate. <br /> In the p~st years we have been having trouble wish dogs. We have been to the game warden <br />of Portsmouth, the Health Dept. of Portsmouth, and the Police Department of Portsmouth. All of <br />these civil officials have shook their heads after investigating saying it's a shame. You would not <br />be interested in the odor these animals cause. This rank smell is obnoxious. <br /> A dog at 1906 Halifax bites. He has bitten adults and children, yet nothing can be done. <br />One child, Berry Jackson~ was bitten while in his own grandmother!s y~Td. We do not feel safe to do <br />our marketing. Is it too much to ask to walk down city streets ~ithout being harrassed and bitten <br />by ~ogs? Our game warden has asked these people to keep their dogs in their yard, this is fruitless. <br />Please help us. These animals are on the corners of Kingman and Halifax, and Margare~and Halifax Ave <br />Please come to our aid." <br /> <br />"Attention: Mayor Smith: <br /> This letter was signed by ten neighbors livin within a two block radius of these animals." <br /> <br /> Motion of Mr. Barnes to refer to the City Manager for investigation and report to a conference of <br />Council, was adopted, without dissenting vote. <br /> <br /> 67-104 - The following letter from Herbert R. Cart was read: <br /> "With regards to the recommendation presented to the City. Council ~hy~the City Manager to <br />change the ordinance which has to do with the expenditure of moneys ~'or the ~u~b, gutter and dralnage <br />projects, which in my. opinion is most urgent and certainly ~assed due. ~ <br /> <br /> Please use your influence and vote to kill such change in ordinance, thereby giving to those <br />areas that which is justly due them at this time and long passed due. <br /> First things first and then take in consideration those un~ssential3projects, if and when <br />we can afford them." <br /> <br /> Motion of Mr, King to receive as information and to refer to a conference of Council on curbs and <br />gutters, was adopted, without dissenting vote~ <br /> <br /> 67-105 - The following letter from the Wilson Ward Civic League,~Sa~wal Shuler, President, was read: <br /> "The Members of the Wilson Ward Civic League wishes to express-their thoughts in opposition <br />to the change of the Ordinance requiring the City to spend $250,000 per year on curbs and gurtters. <br /> Inasmuch as this area is in the infancy stage of improvement we believe that changing <br />this ordinance would be detrimental to the program of improvement. <br /> At this time, therefore, we must join other organizations and groups in opposition to this <br />change. <br /> We hope that you will reconsider this proposal before making this decision. <br /> Thanking you in advance for your splendid cooperation in this matter, we are," <br /> <br /> Motion of Mr. Knight to receive as information and refer to a conference of Council on this matter, <br />was adopted, without diss_en~ing vote. <br /> <br /> 67-106 - The following communication from Blots T. Parker, 134 Cushing Street was read: <br />"I understand they are planning on changing the law to use money set aside for curbs and <br />gutters for other purposes. I am very much opposed to this.
