This comm~nds the I. <br />Norcum High School Basketball Team for winning the State Championship in the Virginia Interscholastic <br />Basketball Cuampionship and for winning third place in the National Basketball Tournament." <br /> <br />On motion of Mr. Eastes the following resolution was adopted, without dissentin~ vote: <br /> <br /> WHEREAS, the varsity basketball team of I. C. Norcum High School has achieved national <br />prominence and recognition by winning the Virginia Interscholastic Basketball Championship and by <br />winning third place in the National Basketball Tournament: and <br /> <br /> WHEREAS, the winning of these honors by the I. C. Norcum High School basketball team has <br />brought great honor and prominence throughout the entire nation to the City of Portsmouth, Virginia. <br /> <br /> NON, THEREFORE, BE IT RESOLVED by the Council of the City of Pol~smouth that the appreciation <br />of the citizens of this city be hereby expressed ~nd conveyed to the members of the varsity basketball <br />team of I. C. Norcum High School, for a job well done. <br /> <br /> BE IT FUPCHER RESOLVED, %hat a copy of this resolution be spread upon the minutes of the <br />City Council, and a copy be nresented'to the said ~arsity basketball team of I. C. Norcum High School <br />as a token of the esteem in which They are held by the people of this City." <br /> <br /> 67-117 - "I submit the attached resolution and recommend i~s adoption. <br /> This is a resolution requesting funds from the HigbJ~ay Department for the construction <br />of mn industrial access road along the north side of Interstate 264, from Victory Boulevard to <br />Laigh Roa~. <br /> This resolution has been adopted previously, but we have changed the distance of the <br />access road; therefore the readoption of thiB resolution is necessary. <br /> This requires the City of Portsmouth to acquire the right-of-way, adjust utilities and maintain <br />the industrial ac'cess road after construction." <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br /> "t~-tEREAS, Section 35-136.1 of the Code of Virginia, 1950, authorizes the State Highway Commission <br />to participate in the cost of construction of industrial access roads; and <br /> WHEREAS, due to a change in circumstances, the City of Portsmouth does not now intend to build an <br />industrial access road from Victory Boulevard to Airline Boulevard as set forth in a certain resolution <br />adopted November 22, 1966; and <br /> WHEREAS, the City of Portsmouth now proposes to construct an industrial access road along the north <br />side of Interstate 264 from Victory Boulevard to Laigh Read; and <br /> WHEREAS, the City ~s willing to do what is necessary on its part to construct the said industrial <br /> <br /> NOW, THEREEOP~, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />State Highway Commission is requested to participate in'the construction of an industrial access road, <br />pursuant to section 33-t56.1 of the Code of Virginia, 1950, which said road will be located along the north <br />side of Interstate 264 from Victory Boulevard to Laigb Road. <br /> BE IT FURTHER RESOLVED, that the City of Portsmouth agrees: <br /> 1. to acquire the necessary right of way by donation or by ourchase using funds, other than <br /> industrial access funds, available to it from its general revenues; <br /> 2. to adjust any utilities located within the proposed right of way at no cost to the state; <br /> and <br /> $. to reconstruct, maintain and improve the proposed industrial access road after the same has <br /> been constructed, in the same manner as other streets and reads in the City are reconstructed, <br /> maintained and improved. <br /> BE IT FURTHER RESOLVED, that that certain resolution adcoted on November 22, 1966, relating to the <br />construction of an industrial access highway be, and the same hereby is reoealed. <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to each member of the State <br />Highway Co~mission." <br /> <br />-UNFINISHED BUSINESS- <br /> <br />67-88 - The following ordinance approved on first reading at last meeting, was taken up and read: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 67-6" <br /> <br />On motion of Mr. Leery, the ordinance was adopted, <br /> Ayes: Smith, Barnes, ~astes, Johnson, King, <br /> Nays: None <br /> <br />and by the following vote: <br />Knight, Leary <br /> <br />67-88 - The following ordinance approved on first ~eading at last meeting, was taken up and read: <br /> <br />"ZONING .~4ENDMENT ORDINA~CE Z 67-11" <br /> <br />On motion of Mr. King, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, Barnes, Eastes, Johnson, King, Knight, Leery <br /> Nays: None <br /> <br />67-89 - The following ordinance, approved on first reading at last meeting, was taken un and read: <br /> <br />"~ ORDINANCE TO AMEND SECTION 54~9 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />TO PROVIDE THAT TAXICABS SHALL CH~GE TEN CENTS FOR EACH ONE-FOURTH MILE OR FP~CTION THEREOF <br />IN ADDITION TO THE FIRST ONE-HALF MILE" <br /> <br /> <br />
