WHEREAS, a Location and Design'rpbblic Hearing was conducted on <br />April 8, 1998, in the City of Portsmouth by representatives of the <br />Commonwealth of Virginia Department of Transportation, after due and <br />proper notice, for the purpose of considering the proposed location and <br />design of improvements to Turnpike Road in the City of Portsmouth, at <br />which hearing aerial photographs, ~drawings and. other pertinent <br />information were made available fOr public ih~pectiOn in accordance with <br />state and federal requirements; and <br /> WHEREAS, all persons and parties in attendance were afforded full <br /> opportunity to participate in said public hearing; and <br /> WHEREAS, representatives of the City of Portsmouth were present <br /> and participated in said hearing; and <br /> WHEREAS, the Council had previously requested the Virginia <br /> Department of Transportation to program this project; and <br /> WHEREAS, the Council considered all such matters. <br /> NOW, ~rHEREFORE, BE IT RESOLVED that the Council of the City of <br /> Portsmouth hereby approves the location and major design features of the <br /> proposed project as presented at the Public Hearing; and <br /> BE IT FURTHER RESOLVED that the City of Portsmouth requests <br /> that the Virginia Department of Transportation acquire all rights of way <br /> necessary for this project and convey said rights of way to the City at the <br /> appropriate time; and <br /> BE IT FURTHER RESOLVED that the City Manager is hereby <br /> authorized to execute, on behalf of the City of Portsmouth, ail necessary <br /> railroad and utility agreements required in conjunction with acquiring such <br /> rights of way." <br /> <br /> Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br /> Nays: None <br /> <br /> 98-164 Adoption of a resolution authorizing the City Manager to convey <br /> the Harbor Court Parking Garage to the Portsmouth Parking <br /> Authority or the Portsmouth Redevelopment and Housing Authority <br /> (PRHA), as he deems to be in the best interest of the City. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City Manager to convey the <br />Harbor Court Parking Garage to the Portsmouth Parking Authority or <br />the Portsmouth Redevelopment and Housing Authority (PRHA), as <br />deemed appropriate. <br /> <br />Put.. ose and Need: <br /> <br />· Conveyance of this parcel is necessary to proper ownership <br /> waterfront areas for consistent and managed development. <br /> <br />of <br /> <br />Financial Im act: <br /> <br />· Property is currently non-taxable, as it is City-owned property but <br /> further development may enhance future revenue potential. <br /> Motion by Mr. Pitts, and seconded b~ Mr. Robinett, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br /> <br />
