-10 <br /> At a Regular Meeting of the City Council on Tuesday, July 14, 1~, <br /> there were present: <br /> Vice Mayor Bernard D. Griffin, Sr.~, Cameron C. Pitts, P. Ward Robinett, Jr., <br /> J. Thomas Benn Ill, William E. Moody, Jr., Charles B. Whitehurst, Sr., City <br /> Manager Ronald W. Massie City Attorney G. Timothy Oksman. <br /> <br /> Councilman Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> Vice Mayor Griffin called the meeting to order and welcomed all in <br />attendance. <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to approve the <br /> minutes of a Called Meeting on June 23, 1998, a Regular Meeting on June <br /> 23, 1998, and a Called Meeting on July 1, 1998, and was adopted by <br /> unanimous vote. <br /> <br />- PUBLIC HEARING - <br /> <br />98-162 Public hearing on a use permit, code amendment, and a street <br /> closure application: ' . <br />(a)UP-98-06 pRENTIS PARK/BRIGHTON NEIGHBORHOOD - L. Louise Lucas <br /> requests a use permit to construct and operate an assisted <br /> living facility at 1819-1827rEIm Avenue. <br /> <br />1. Yvonne Cleveland, 1731 Maple Avenue, spoke in opposition to the use <br /> permit. <br /> <br />2. Richard Cleveland, 1731 Maple Avenue, spoke in opposition to the use <br /> permit. <br /> <br /> 3. Raleigh Harsley, 2124 Peach Street, spoke in opposition to the use <br /> permit. <br /> 4. Gloria Askew, 1805 Elm Avenue, spoke in opposition to the use permit. <br /> <br /> 5. William Copeland, 2701 Staunton Avenue, questioned if~facility would <br /> house females and males, and if facility would be integrated. <br /> 6. Joseph Mills, 1015 College Street, spoke in opposition of the use permit. <br /> <br /> 7. Eliza Simons, 1806 Prentis Avenue, spoke in opposition of the use <br /> permit. . <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br /> recommendation of the Planning Commission that UP.98-06 be approved <br /> on first reading, and was adopted by unanimous vote. (Mr. Robinett <br /> abstained as his place of employment (BB&T) is financing this project.) <br /> <br /> (b)CA-98-03 ClTYWIDE ~ The City of Portsmouth requests an amendment <br /> of the Use Schedule for Commercial and Industrial Zoning <br /> Districts of the Zoning Ordinance to allow commercial <br /> shellfish ~establishments to ,operate in Waterfront (W-l) <br /> districts with approval of a conditional use permit. <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br /> recommendation of the Planning Commission that CA-98-03 be approved <br /> on first reading, and was adopted by unanimous vote. <br /> <br /> <br />
