May 9, 1967 <br /> <br />Ayes: Smith, Pastes, Johnson, King, Knight, Leafy <br />Nays: None <br /> <br />67-110 - The following ordinance, approved on first reading at last meeting, was takenuup and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $21,840.00 FROM THE GENERAL CAPITAL IMPROVEmeNT FUND FOR THE <br />PURCHASE OF PROPERTY AT 218 PINNERS AVENUE 254 CAROLIMA AVENUE AND 207 AND 217 }{ILl AVENUE <br />IN P~NNERS POINT" <br /> <br />On motion of Mr. King, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, ~astes, Johnson, King, Knight, Leafy <br /> NaMs: None <br /> <br />67-111 - The following ordinance, approved on first reading at last meeting~ was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $65,000~00 FROM THE GENERAL CAPITAL ~PROVEMENT Fb~D FOR A TE~PORARY <br />LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL COmmISSION" <br /> <br />On motion of Mr. Knight, the ordinance was adopted and by the following yore: <br /> Ayes: Smith, Pastes, Johnson, King, Knight, Leafy <br /> Nays: None <br /> <br />67-112 - The following ordinance, approved on first reading at last meeting was taken up and read: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF AN ALLEY EAST OF CUSHING STREET" <br /> <br />On motion of Mr. Leary, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, Eastes, Johnson, King, Knight, Leafy <br /> Nays: None <br /> <br /> 67-123 - Motion of Mr. Eastes to go into the election of a member of the Parking Authority, <br />to fill the vacancy caused by the resignation of Dr. Dan N. Duncan. <br /> <br />Mr. Eastes nominated Richard Ivins. <br /> <br />On motion of Mr. King, nominations were closed. <br /> <br /> Vote being taken, Mr. Ivins was ananimously elected to the Parking Authority for the ,3mexpired term <br />of Dr. Duncan, which term expires May 1, 1970. <br /> <br />-NEW BUSINESS- <br /> <br /> 67-151 - The following letter from Marshall D. Owens, Chairman, Portsmouth Recreation Advisory Board, <br />was read: <br /> <br /> "At the regular monthly meeting of the Portsmouth Recreation::Advisory Board, an item of long standing on <br />the agenda was discussed at length, namely the development of Scott's Creek Park. <br /> This project has been a part of the official Compre~ansive Plan for the city since 1962. Since that <br />time several items_ have been discussed such as the availability of land .from the Elizabeth River Tunnel <br />Commission, the availability of land through delJnlquent taxes, the possibility of Federal funds through <br />Urban Renewal etc. Thus far, it appears, no definite action has been taken. <br /> This board strongly recommends that efferts be made to implement plans for the development of this area <br />as quickly as possible. In doing so, the Board also recommends that high priority be given to the constT"dc% <br />tion of the proposed boat ramp in the park. <br /> One additional question arose during the discussion and that was cnncerning the disposition of the <br />fill area north of the proposed park and east of Harbor Drive. If definite Dlmls have not been made for <br />this area, it was suggested that it could be acquired and added to that area already being considered <br />for development (with possibilities of the ramp being located there). <br /> Your attention to this matter and early reply would be greatly appreciated." <br /> <br />Motion of Mr. Knight to refer to a conference of the Council, was adopted, ~ithout dissenting vote. <br /> <br /> 67~152 - The following letter from Mrs. Anne Keffer, Corresponding Secretary of theorist Side Civic <br />League, was read: ~-_~ ~ ~ ~ <br />"This league wrote City Manager Johnson on Jun~ tl, 1966 concerning a city owned building located in the <br />4500 block of Co.~l~y Street, known as the "Westhaven Recreation Building." <br />The letter was written because of a c~mplaint about the dilapidated condition of the building. <br />A reply was received on Jtrae 29, 1966 from the Manager stating that the Director of Recreation had <br />advised him that he had taken action to make improvements to this building. However, the only visible <br />improvement made in 1966 was the cutting of the grass, which needs cutting again at this time. <br />The enclosed pictures will clearly show the conditiDn of this building. Knowing that you gentlemen <br />wish property owners to keep their property in repair, and we agree with you on this matter, it is felt <br />that the city should set an example, and either refurbish this buildin~ or have it torn do~n." <br /> <br /> Motion of Mr. Johnson that the City Manager investigate and report hack to the Council on this <br />condition, was adopted, without dissenting vote. <br /> <br />67-135 - ~ne following letter from the Southeastern Tidewater Opportunity Project was read: <br />"Enclosed please find a copy of a resolution f~em the Southeastern Tidewater Opportunity Project <br />endorsing the City of Portsmouth's application to the U. S. Department of Housing and Urban Development <br />for the Model City Plmnning grant. <br /> This is to insure you, Mr, Johnson and the various portsmouth Departments that STOP is in full accord <br />with your efforts and stands ready to assist in any way possible. <br /> We hope for affirmative action on the application and hope to be involved in further planning and <br />implementation of the Model City concept." <br /> <br /> <br />
