May 23, 1967 <br /> <br /> On motion of Mr. King, the following ordinance was ~ppreved on first reading without dissenting <br />vote: · <br /> <br /> "AN ORDINANCE TO APPROPRIATE $3,518,665.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br /> ELM LANE SCHOOL SITE, THE CIVIC CENTER, STADI~ REPAIRS, EFFINGIiAM STREET PROJECT, SEWERS, <br />WESTHAVEN BALL FIELD, URBAN RENEWAL PROJECTS, .fARINE TERMINALS, AND COAST GUARD MUSEUM" <br /> <br /> 67-144 - "I submit the attached ardinance and recommend it be placed on first reading. <br /> This appropriates $45,000.00 from the General Capital Improvement Fund for a <br />temporary loan to the Portsmouth Port and Industrial Commission. <br /> It is necessary to lend these funds to the Commission in order that they can meet <br />their commitment for the crane under construction for the Marine Terminal. This is a temporary <br />situation until such time as the Commission can arrange their own financing." <br /> <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $45,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR A TEMPORARY <br />LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION¥ <br /> <br /> 67-145 - "I submit the attached ordinance and eecommend it be placed on first reading. <br /> This appropriates $4,623.00 from the General Capital Improvement fund for the purchase <br />of City Code supplements. This supplement brings the Code up to date as of December 51, 1966." <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,625.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE <br />OF CITY CODE SUPPLEMENTS" <br /> <br /> 67-146 - "I submit the attached ordinance and recommend it be placer[on first reading. <br /> This appropriates $6,000.00 from the general Capital I~pr~vement Fund for the <br />purchase of 100 Pinners Avenue and also necessary land needed from the Portsmouth Industrial <br />Foundation for the construction of a railroad siding into the terminal." <br /> <br /> On motion of Mr. King, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"AN 0RDIN~NCE TO APPROPRIATE $6,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE OF 100 PINNERS AVENUE AND LAND FOR RAIEROAD SIDING" <br /> <br /> 67-147 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This amends Section 51-56 of the City Code revising the charges for street <br />opening permits. The present charges have been in effect since 19~7. Due to the increased <br />cost of labor and material, it is necessary to increase these fe~s~ to attempt to break even <br />on these repairs. This will establish a minimum charge of fifteen dollars for anyone to cut into <br />the streets of the City." <br /> <br /> On motion of Mr. Knight, the followi~g ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />"~N ORDINANCE TO AMEND SECTION 51-36 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />REVISING THE CHARGES FOR STREET OPENING PERMITS" <br /> <br /> 67-148 - "I submit the attached resolution and recommend its adoption. <br /> This authorizes me to submit an application to the Department of Housing and Hrban <br />Development for a grant to improve the Portsmouth water system. <br /> We propose to construct a 1-1/2 million gallon elevated storage tank, extend the <br />transmission mains and develop additional raw water storage. The projects are estimated to cost <br />approximately $2,700,000 and if this grant is approved it will finance half'of the above cost." <br /> <br />On motion of Mr. Barnes, the following resolution was ad~pted, without dissenting vote: <br /> <br /> "Resolution authorizing filing of application with the Department of Housing and Ulpan <br />DeveloPment, United States of America, for a grant under P. L. 89-117. <br /> ~;HEREAS, pursuant to P. L. 89-117 the United States of America has authorized the mNking of <br />grants to public bodies to aid in financing the construction of basic water and sewer pro3ects: Now Therefore, Be It Resolved By the City Council of the Citycdf Portsmouth <br /> 1. That A. P. Johnson, Jr. be and he is hereby authorized to execute and file an application <br />on behalf of the City of Portsmouth with the Department of Mousing and Urban Development United <br />States Government, for a grant to aid in financing the construction of 1.S Elevated Storage Tank <br />Extension of Transmission mains and Development of raw water storage, and an assurance of <br />compliance wi~h the Department of Housing and Urban Development regulations under Title VI of the <br />Civil Rights Act o£ 1964. <br /> 2. That A. P. Johnson, Jr., Cit}' Manager, be and he is hereby authorized and directed to furnish <br />such information as the Department of Housing and Urban Development ma}' reasonably request mn connection <br />with the application which is herein authorized to be filed." <br /> <br /> <br />
