<br />On motion of Mr. King, the ordinance was adopted, and by the following vote:

<br />67-197 - The following ordinance, approved on first reading at last meeting, was taken up and read:

<br /> 67-202 - The following ordinance, approved on first reading at last meeting, was taken up and

<br />COMPENSATION FOR POLICE~N'TBELOW THE RANK OF CAPTAIN W/~EN ON SPECIAL ASSIGNMENT DUTY AND
<br />TO PROVIDE FOR TP~ PAYMENT OF WITNESS FEES g~F~APPEARING IN ~IE COURT OF HUSTINGS IN
<br />CASES ARISING UNDER THE VIOLATION OF CITY ORDINANCES"

<br />67-220 - The following petition signed by 13,000 persons, was presented:
<br />
<br /> "We, the undersigned, hereby request the use of Food Stamms in the City of Portsmouth, V'~rg~n~a.' ' "
<br />
<br /> On motion, the privilege of the floor was granted Mrs. Grace Davis, representing STOP, who
<br />snoke for the request..

<br />On motion of Mr. Johnson, referred to a conference for study.
<br />
<br /> 67-221 - The following letter from John A. MacKenzie, President of the Portsmouth Chamber
<br />of Commerce, was read:
<br />
<br /> "The Portsmouth Chamber of Commerce hereby endorses the urban renewal projects currently
<br />in progress ie; Fort Nelson Place, Weaver Project, Northside No.1, Parkview, Old To,me, a~d
<br />Crawford Renewal. By previous correspondence endorsement of the Model City Application was
<br />forwarded to you.
<br /> The Chamber of Commerce wishes to commend you and the City Council for your fo~ard-looking
<br />and imaginative leadershio in fostering the redevelopment and improvement ~f our City.
<br /> The Urban Renewal Committee of the Chamber is at your disposal to provide such assistance
<br />as you may deem appropriate."
<br />
<br /> Motion of Mr. Barnes to receive as information, that a copy be sent to the Portsmouth
<br />Redevelopment and Housing Authority for their files, and that the letter be acknowledged,
<br />was adopted, without dissenting vote.
<br />
<br /> 67-222 - The following letter from W. E. Lamb, President, Retail Grocers Association, was
<br />read:
<br />
<br /> '~his letter is to inform you that I am the President of the Retail Grocers Association of Portsmouth,
<br />and I am acting ~t the request of and by the authority of the aforementioned Association in
<br />writing this letter. Acting in this capacity, I wish to inform the City Council of the city of
<br />Portsmouth, Virginia, that this Association of retail grocers is in favor of a quarterly licensing
<br />tax on retail merchants rather than a yearly tax on such organizations.
<br /> As you probably know, most retail grocers make a living on a weekly to monthly consumer purchases
<br />of their stock. It is, therefore, extremely difficult for the average retail grocer to pay a
<br />lump sum licensing tax for an entire year.
