<br /> Section 2. The City Attorney is authorized to proceed against each individual parcel and the
<br />resnective owners thereof as he shall deem advisable."

<br /> 67-217 - "I submit the attached agreement between Wimbrough and Sons and the City of Portsmouth
<br />and recommend that the proper City officials be authorized to sign,
<br /> This is a supplemental agreement to their present agreement to extend the time for
<br />a period of two years for their services in digging graves in the City cemeteries."

<br /> Motion of Mr. Leary thattthe proper-city officials be authorized to sign the agreement,
<br />was adopted, without dissenting vote.
<br />
<br /> 67-218 - "Two (2) letters addressed to the City Council, concerning vandalism in the City, were
<br />referred to me for a report.
<br /> This matter is under study and statistics are being compiled..As soon as it is completed,
<br />I will furnish the Council the information and reply to the letters."
<br />
<br />Motion of Mr. Barnes to receive,:as information was adopted, without dissenting vote.
<br />
<br /> 67-219 - "A Public Notice from the l~ited States Army, Cprps of Engineers, has advised the City
<br />that the Virginia Electric and Power Company has applied for a permit authorizing construction of
<br />an overhead Dower line crossing the western branch of the Elizabeth River between
<br />Portsmouth and Chesapeake~
<br /> The lines will be supported on thzee towers, placed in the water, that will
<br />result in a horizontal clearance of 600 feet between the two towers on eitilar side of the navigation
<br />channel and a vertical clearance of 100 feet above the channel at mean hikh water.
<br /> This proposed crossing is in close proximity to the present West Norfolk Bridge. All
<br />proposals, to date, for the construction of a new bridge across the western branch have indicated that
<br />the' bridge should be located further upstream where it connects with West Norfolk. A new location
<br />would not affect the industry presently located in West Norfolk.
<br /> It is my feeling that this Dower line crossing should be located more or less adjacent
<br />to any new bridge c~ossing of this water~ I, therefore, recommend that I be authorized
<br />to request the Corps of Engineers to delay issuing a permit for this construction until further
<br />studies can be made."
<br />
<br />Motion of Mr. King to concur in the City Manager's recommendation.
<br />
<br /> Motion of Mr. Barnes to amend the motion t6~qu~stl.thecCorps of Engineers to delay issuing the
<br />permit until a study can be made of the possibility of placing the cable under the river rather
<br />than to construct a tower, was adopted, without dissenting vote.
<br />
<br />Vote being taken, the amended motion was adopted, without dissenting vote.
<br />
<br /> 67-219a - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This ordinance prohibits the carrying of firearms in public places, except
<br />for atf~horized persons. This also provides for the forfeiture of the weapon if it is carried
<br />illegally.
<br /> This does not prohibit an), person, permitted by court order, from carrying g~
<br />concealed we%oon."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />dissenting vote:

<br />PLACES EXCEPT BY AUTHORIZED PERSONS, AND PROVIDING FOR FORFEITURE OF I~EAPONS CARRIED
