July 25, 1967 <br /> <br /> I should almo like to point out that if the grocery business appears to be poor and the grocer <br />has to wind up hi§ business affairs, the payment of a yearly licensing tax creates an even <br />greater financial strain on him. <br /> For these reasons and others, I respectfully request on behalf of the Retail Grocers Association <br />of Portsmouth and as President of this A~sociation that the City Council of the City of Portsmouth, <br />Virginia~ change the applicable taws pertaining to this licensing tax of retail merchants and make ~his <br />tax payable on a quarterly basis rather than a yearly basis." <br /> On motion of Mr. Johnson, referred to the City Manager, to study and report to a conference <br />of Council. <br /> <br />67-223 - The following letter from the Portsmouth Coast Guard Museum was read: <br /> <br /> "The Board of Directors of Portsmouth Coast Guard Museum, Incorporated, herewith request a <br />conference between the City Council of the City of Portsmouth and representatives of our Board. <br />We feel that various matters should be discussed and that such a conference should be held as soon <br />as possible. <br /> We would appreciate your notifying us when and where such conference may be held." <br /> <br /> Motion of Mr. Barnes that the City Manager set up a conference with the Board, as soon as <br />possible, ~as adopted, without dissenting vote. <br /> <br /> 67-224 - The following letter from Robert R. Beaton was read: <br /> <br /> "About eight years ago, the Council of the City of Portsmouth elected me as a %pecial justice for <br />the purpose of holding commissions in cases of mental illness and inebriacy. I hav6 served in <br />this capacity since that time. <br /> Since the temporary removal of the jail facilities from the old jail building ~o the Norfolk <br />City Jail, there are no facilities for the detention of the mental suspects and this required the <br />i~%mediate holding of a commission for the mental suspect, since Norfolk City Jail would not acce~t <br />a nerson charged ~ith mental illness. <br /> The frequency of having to hold these commissions, has increased to such an extent that it interferes <br />with my practice of law. <br /> I wish to thank the Council for their kindness and consideration over a neriod of years and <br />it is with regret that I tender my resignation as special justice for the purpose of holding <br />commissions in cases of mental illness and inebriacy. <br /> I request that my resignation be accepted as of August 4th, 1967." <br /> <br /> Motion of Mr. Barnes that the Mayor contact Judge Beaton and ask that he serve in this capacity <br />until August 8th, 1967, the date of the next regular Council~meeting, was adopted. <br /> <br />67-225 - The following letter from Robert R. Marquis, was read: <br /> <br /> "I would like to withdraw the application to close the North end of Powhatan Avenue from <br />Westmoreland Terrace to the Western Branch of the Elizabeth River. The reason for requesting the closing <br />of this section of Powhatan Avenue is this area is a parking place for lovers; the northern end <br />of my lot on the ~{est side of Powhatan has been and is being used as a turn-around and ~icnic <br /> <br /> I ~{ould like to ask the City Council to continue their progra~ of curb, gutter, and paving of <br />this section of the above mentioned street. <br /> Also, ~ would like to request a street light ~e installed at the northern extremity of above <br />mentioned street. <br /> I believe if the above requests were accomplished, the ~roblem would be solved. <br /> Thanking you in advance" <br /> <br /> Motion of Mr. Barnes that the withdrawal of the application be referred to the Planning Commission <br />and the request for a street light and a continuation of the program of street improvements be referred <br />to the City Manager, was adopted, without dissenting vote. <br /> <br />67-226 - The following letter from James E. Pague, Sr., was read: <br /> <br /> "Please accept this letter as my application for position of Justice of the Peace in the City <br />of Portsmouth. <br /> I am resigning from the Virginia State Tax Department June S0, 1967, after ten years of service <br />as Tax Examiner. Formerly, I have five years with the City of Portsmouth as inspector of <br />license and weights and measures. <br /> I feel that my experience in these two above mentioned branches of service and my knowledge <br />of court prnc~dttres while engaged in this work gives me essential qualifications for the nosition <br />of the Justice of the Peace. <br /> I will ~Dpreciate any consideration given me by this Honorable b6dy." <br /> <br /> Motion of Mr. Bastes that the application be filed with others for similar posStions and <br />referred to a future conference on this matter, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVBD - <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
