<br />of Housing ~nd Urban Development, (4) compliance with Federal labor standards, and (5) compliance
<br />with Federal requirements relating to equal employment opportunity; and
<br /> WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Department of
<br />Housing and Urban Development effectuating that Title provide that no person shall, on the ground of
<br />race, color~ or national origin, be excluded from participation in, be denied the benefits
<br />of, or be subject to discrimination in the undertaking and carrying out of projects receiving
<br />Federal financial assistance:

<br />NOW, THEREFORE, THE COUNCIL OF THE CITY OF PORTSMOUTH RESOLVES:
<br />
<br /> 1. That an application on behalf of the City of Portsmouth be made to the Department
<br />of Housing and Urban Development for a grant under Section 70S of the Housing and
<br />Urban Development act of 1965, in an amount equal to two-thirds of the development cost of the
<br />Neighborhood Facilities Project, such development cost now estimated to be S128,~47.00.
<br /> 2. That the Neighborhood Facilities Project (a) is necessary for carrying out a program
<br />of health, recreational, social, or similar community service in the area, (b) is consistent with
<br />comprehensive planning for the development of the community and (c) will be available for
<br />use by a significant number of the area's low or moderate income residents.
<br /> S. That A. P. Johnson, Jr., City Manager, is hereby authorized and directed to execute and
<br />file such application, to execute such contract or contracts as may be necessary for the grant
<br />applied for, to provide such information and furnish such documents as may be required by the
<br />Department of Housing and Urban Development, and to act as the authorized representative of the
<br />Applicant in the accomplishment of the Neighborhood Facilities Project.
<br /> 4. That the United States of Amerida and the Secretary of Housing and Urban DeveloDment
<br />be, and they hereby are, assured of full compliance by the Applicant with the regulation~
<br />of the Department of Housing and Urban D~velopment effectuating Title VI of the Civil Rights
<br />Act 1964.
<br /> 5. That the Neighborhood Facilities Project will be carried out in full compliance with applicable
<br />Federal statutes and regulations of the Secretary of Labor pertaifiing to the employment of laborers
<br />and mechanics on projects assisted with Fedora! funds."

<br /> 67-215 - "I submit the attached resolution and recommend its adoption.
<br /> This amends ~he Navy Yard-Naval Hospital bus route to permit bus service to the new
<br />Citizens Trust Bldg. and the Holiday Inn Motel. This change in the route has been requested by the
<br />Community Bus Line."

<br />On motion of Mr. Hastes,the following resolution was adopted, without dissentin~ vote:
<br />
<br /> "WHHREAS, by resolution adopted September 26, 1963, routes and headways were designated for
<br />Jetta-urban buses pursuant to section 5-24 of the Code of the City of Portsmouth, Virginia, 1961,
<br />as amended; and
<br /> WHEREAS, it has been requested that bus service be extended to serve the northern end of
<br />Crawfomd Street; and
<br />WHEREAS, it is necessary that the Navy Yard-Naval Hospital route be revised to provide such service.
<br />NOW, THERHFORE, BH IT RESOLVED by the Council of the City,:of Portsmouth, Virginia, that from and
<br />after 2 A.M., August 1, 1967, section 1.18 of the aforesaid resolution be amended to read as follows:
<br />Sec. 1.18 Route 15, Navy Yard - Naval Hosvital.

<br /> Beginning at Portsmouth Boulevard and Fourth Street, via Fourth Street, Wythe
<br />Street, Court Street, County Street, Cr~wford S~reet to No. 1Crawford Parkway.
<br />Thence via Crawford Street, High Street, Effi~kham Street, A Street, Fort Lane, B Street,
<br />Hatton Street, Naval Avenue, Park View Avenue, Spratley Street, Elm Avenue, Leckie
<br />Street, Peninsula Avenue, Spratl~y Street, Guthrie Street, Leckie S~reet, Sandpiper Drive,
<br />Booker Street, Constitution Avenue, Leckie Street, Elm Avenue, B. Street, Fort .Lane,
<br />A Street, Hffingham Street, High Street, Crawford Street to No. 1Crawford Parkway.
<br />Thence via Crm~ford Street, South Street, Court Street, F!ythe Street, Fourth Street,
<br />Madison Street, Fifth Street, Portsmouth Boulevard to Fourth Street to noint of beginning.
<br />NOT~ - Buses will enter shipyard from 5:30 A.M. to 8:00 A.M.; from ll:Sb A.M. to 12:45 P.M.;
<br />from 4:00 P.M. to 6:00 P.M.; and from 11:00 P.M. to 12:30 A.M."
<br />
<br /> 67-216 - "I submit the attached resolution and recommend its adoption.
<br /> This authorizes condemnation proceedings on four parcels of land needed for the London-
<br />Glasgow Street Hxpressway.
<br /> On three (5) of these parcels an agreement has not been reached for the price to be
<br />paid. The fourth parcel is being condemned because of title deficiencies."
<br />
<br />On motion of Mr. Knight, the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHEREAS, in cooperation with the F6deral and State governments, State Highway Route 58
<br />is being constructed, widened and improved from the intersection of Airline Turnpike and High Street to the
<br />intersection of London and Effingham Streets in the City of Portsmouth, Virginia; and
<br /> WHHREAS, one of the obligations of the City of Portsmouth with respect to said project is
<br />the provision of the land necessary for the construction; and
<br /> WHEREAS, the City of Portsmouth has found it to be necessary to acquire the interest hereinafter
<br />specified in and to the hereinafter described parcels of land situate in the City of Portsmouth,
<br />Virginia, ~or the purpose of constructing, widening and impreviflg the aforesaid State Highway Route 58; and
<br /> F.~HREAS, the City of Portsmouth has not been able to ourchase the ~romerty described herein,
<br />necessary to the project, because the owners thereof and t~e City have not'been able to agree u~on
<br />the price to be paid therefor, or the City has not been able to locate certain of the owners or~
<br />because of the status of the title of certain parcels of the property.
<br /> NOW, THHR~FORH, BE IT RHSOLVED by the Council of the City of Portsmouth, Virginia:
<br /> Section 1. The City Attorney is directed to institute eminent domain proceedings,
<br />employing special counsel for that purpose if he deems it advisable against the property hereinafter
