<br />On motion of Mr. Barnes, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 31-4 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />TO REQUIRE DRIVEWAYS TO, BE FULLY PAVED"
<br />
<br /> 67-211- "I submit the attached ordinance which closes a portion of Griffin Street between Dinwiddie
<br />Street and the right-of-way of the Seaboard Airline Railroad Company. This closing has been requested by
<br />the Washington Court Corporation and has been approved by the Planning Commission. A copy of the
<br />viewers report is attached hereto.
<br /> While this closing has been approved by the Plarming Commission and recommended, for
<br />closing, by the viewers there is a drainage problem that must be 'resolved. The storm water on the
<br />following streets flows in the gutters until it reaches the southeast corner of Fifth Street and
<br />Griffin Street, the no~th side of Clifford Street from Washington Street to Fifth Street, the east
<br />side of Washington Street from Clifford Street to Griffin Street, east and west sides of Fifth Street
<br />from Clifford Street to Seaboard Airline Railroad, east and west sides of Griffin Street from
<br />Washington Street to Fifth Street. The water flows in an easterly direction along the south side of
<br />Griffin Street to a ditch on the northerly side of the Seaboard Airline Railroad. It then flows in
<br />a northeasterly direction to Gander Creek. If Griffin Street is closed and this drainage outlet blocked,
<br />the only solution would be to install approximately 100 lineal feet of fifteen inch concrete pipe, 300 lineal
<br />feet of eighteen inch concrete pipe, three catch basins, one standard manhole and one headwall. It will
<br />also be necessary to retain at least a fifteen foot easement in Griffin Street and o~e parallel
<br />to the Seaboard Airline Railroad to Gander Creek for the installation and maintefia~ce of this drain. The
<br />cost of this drainage system should not be borne by the City of Portsmouth.
<br /> I, therefore, recommend that this street not be closed until an agreement can be reached
<br />between the City of Portsmouth and the party requesting the street closing."
<br />
<br /> Motion of M~. Knight to defer action on this ordinance, was adopted, without dissenting vote.
<br /> oRDINANCE CLOSING PORTION OF GRIFFIN STREET~'
<br /> 67-212 - "~ submit the attached ordinance and recommend it be placed on first reading.
<br /> This Closes a portion of Queen Street between the new eastern right-of-way line of Route
<br />#58 and Douglas Avenue. This has been requested by the adjacent property owners and approved by the
<br />Planning Commission.
<br /> This will also eliminate the necessity of the City building a cul-de-sac at the end
<br />of this street as it would not be opened into the new London~Glasgow Street right-of-way.
<br /> A copy of the report of the viewers is attached hereto."

<br /> On motion of Mrs. Barnes, the following ordinance was approved on firstreading, without dissenting

<br />"AN ORDINANCE TO CLOSE A PORTION OF QUEEN STREET"
<br />
<br /> 67-213 - "I 5ubmit the attiehed resolution and recommend its adoption.
<br /> This appoints viewers for the closing of an alley on the south side of Portland
<br />Street between Mt. Vernon Avenue ~nd Broad Street.
<br /> This has been requested by the Carlee Realty Corporation. It has been approved by
<br />the Planning Commission."
<br />
<br />On motion of Mr. Leafy, the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHERBAS, Carlee Realty Corporation has made application to vacate and close all that certain
<br />alley lying south of Portland Street between Broad Street and Mt. VernonAvenue and running ao~therly 215
<br />feet, more or less,, to its terminum, as shown on the plat of Port Norfolk Land Company, recorded in ~he
<br />Clerk's Office of the Circuit Court of the City of Chesapeake, Virginia, in Map Book ~, page 71;
<br />and it appearing that notice of the applicatio~ and request for the appointment of viewers was duly
<br />posted on July 15, 1967, on the bulletin board of the Court of Hustings for the City of Portsmouth, and on
<br />the bulletin board of the Circuit Court of the City of Portsmouth, and on the bulletin board of
<br />the ~{unicipal Court of the City of Portsmouth.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />James V. McGehee, Zalmon I. Blachman, Grayd~n D. Meginley, Frank N. Bilisoly, and Loyed Gardner be
<br />appointed viewers to view said alley and rpport to this Council in writing whether in their opinion
<br />any, and if any, what inconvenience would result from vacating and closing the aforementioned
<br />
<br /> 67-214 - "I submit the attached resolution and recommend its adoption.
<br /> This authorizes the City Manager to file an ~pplication for a Neighborhood Facilities
<br />Project grant with the Department of Housing and Urban D~lopment.
<br /> This assistance grant is being requested for improvements to the old City Armory for
<br />recreational purposes. The estimated cost of these improvements is $128,747.00 of which the Federal
<br />Government will pay 2/S of the cost of the grant is approved."

<br />On motion of ~r. Barnes, the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHEREAS, Section 703 of the Housing and Urban Development Act of 1965 authorizes the making
<br />of grants of Federal funds to any local public body or agency to assist in financing the development cost
<br />of neighborhood facilities necessary for carrying out programs of community service; and
<br /> WHERE~%S, the City of Portsmouth {herein sometimes referred to as "Applicant") dee~ it to be
<br />necessary and in the public interest to provide certain facilities of the ty]pe comtemplated in said
<br />Section 705 and to undertake a project {hereinafter called the "Neighborhood Facilities Project") with
<br />Federal Grant assistance, described as Old City Armory; and
<br /> WHEREAS, it is recognized that~the Federal contract for such financial assistance mursuant to said
<br />Section 703 will impose certain obligations and responsibilities unon the Applicant and will require
<br />~unong other things {1) the provision of the local share of the cost of the Neighborhood Fagilities
<br />Project, {2) assurances that families or individuals displaced as a result of the development of the
<br />Neighborhood Facilities Project will be offered decent, safe, and sanitary housing within their
<br />means, (3) the making of relocation payments in accordance with the regulations of the Department
