<br />At a regular meeting of the City Council, held on July 25, 1967, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, George D. Hastes, Burrell R. Johnson, Isaac W. King,
<br />L. L. Knight, W. T. Leery, A. P. Johnson, Jr., City Manager, M. A. Korb~ Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Rev. Wilbur Kersey, pastor, Court St. Baptist Church.
<br />
<br />Minutesof regular meeting held on JUly 11, 1967, were read and approved.
<br />
<br /> A public hearing on Part II - Crawferd Urban Renewal was held by the Portsmouth Redevelopment
<br />and Housing Authority, Euclid M. Hanbury, Chairman, presiding.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 67-205b- "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $21,782.00 for the operation of the Youth Corps. This is a
<br />balance of funds remaining at the end of the 1966-67 ~iscal year, for the operation of the Youth
<br />Corps.
<br /> It is necessary to reappropriate these f~mds as the appropriation died at the end of
<br />the fiscal year. The Youth Corps program overlaned from one budget year to another."
<br />
<br /> On motion of Mr, Hastes, the following ordinance was approved on first reading, without
<br />dissentin~ vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $21,782.00 FROM THE GENERAL FUND FOR THE OPERATION OF THE YOUTH
<br />CORPS"
<br />
<br /> 67-206 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $8,600.00 for the purchase of property in Pinners Point as
<br />follows: 172 Pinners Avenue and 210 Carolina Avenue. This property is being required in connection
<br />with the development of the Marine Terminal."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $8,600.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE
<br />PUREHASE OF 172 PIN~NERS AVENUE AND 210 CAROLINA AVENUE IN PI}~ERS POINT"
<br />
<br /> 67-207 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This apprpp~iates $100,000.00 to lend to the Portsmouth Port and Industrial Commission.
<br />This loan is necessary in order that the Co~nission can meet their next payment on the Paceco Crane."
<br />
<br />On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDIN,(MCE TO APPROPRIATE $100,000~00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR A TEMPORARY LOAN TO THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION"
<br />
<br /> 67-208 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This appropriates $22,000,00 for the construction of a sewer force ma~n on Deep
<br />Creek Boulevard. This project is necessary to take care of the extra volume of sewage caused by the
<br />expansion of the Sanitary. Sewage System in the Victory Park, Cavalier Manor and other areas in the
<br />vicinity.
<br /> Bids were received on July 20, 1967, and Iow bid was $19,712.S0. The balance of
<br />the appropriation is for engineering and contingencies.
<br /> I, also, recommend the contract be awarded to A. G. Pinkston Company, the Iow bidder."
<br />
<br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $22,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE
<br />CONSTRUCTION OF A SANITARY SEWER ON DEEP CREEK BOULEVARD"
<br />
<br /> 67-209 - "I submit the attached ordinance and recommend it be nlaced on first reading.
<br /> This amends the Supplemental Retirement System to prevent any future emnloyee becoming
<br />a member of the Retirement System if he has been retired from another system on a disability pension,
<br /> At the present time, we have no provisions, in our retirement ordinance, that will
<br />prohibit an employee from becoming a member of the system if he is on a disability pension from another
<br />system."
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 26-19 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />TO PROVIDE THAT DISABLED PERSONS SHALL NOT BE ELIGIBLE FOR MEMBERSHIP IN THE PORTSMOUTH
<br />SUPPLEMENTAL RETIREMENT SYSTEM"
<br />
<br /> 67-210 - "I submit the attached ordinance and recommend it be placed on first reading.
<br /> This amends Section 31-4 of the City Code pertaining to the installation of driveways.
<br />It will require any person installing a driveway to also pave the sidewalk area where the driveway is
<br />installed.
<br /> We have found situations where new driveways were i~stalled and the sidewalk area
<br />not paved. This has created ruts and mud holes in the sidewalk area causing a great inconvenience
<br />to pedestrians."
