A total of 730 licenses were issued to all retail business <br />categories, including grocers, whose license were more than ~t00.00. This making a grand total of <br />1,087 licenses issued during the year. <br /> I am certain that payments on any other Bas~s than annual will result in a loss <br />of revenue for two reasons: first, the administrative costs of the quarterly plan would be increased <br />considerably, in the office of the CoF~issioner of Revenue, and oarticularly in the <br />field force when an annual delinquent would have to be Bursued ~our times a year rather than <br />once a year. Secondly, a gr6at number of people go out*of business during a license year, <br />especially gasoline station operators~ and I do not think we could descriminate between the grocer <br />and the other types of licenses when you issue quarterly licenses. It is the opinion of the <br />Commissioner of Revenue's office, that a loss in license revenue from issuing licenses on a <br />quarterly basis would be approximately $30,000 annually. This does not include additional administrative <br />and field force costs. <br /> Based on the above, I recommend that we remain on the annual basis for the issuance <br />of business licenses." <br /> <br /> Motion of Mr. Knight to receive the report and concur in the recommendation of the City <br />Manager was adopted, without dissenting vote. <br /> <br /> 67-248 - "Bids were opened on Friday, August 11, 1967, for construction of the first phase <br />of the Colonel Crawford Common. <br /> This covers the Middle Street Mall between High Street and King Street and the parking <br />lot between King Street and County Street. One bid was received in the amount of $155,419.19 <br />from Portsmout~ Paving Company. <br /> It is the feeling of our Engineering Department that this bid is slightly high. <br />We have, therefore, been negotiating with the bidder for a reduction in the bid. <br /> It is my recommendation that the contract be awarded to Portsmouth Paving <br />Company subject to further negotiations of price and work to be performed. I further recommend <br />that the attached ordinance be placed on first reading. This will appropriate $145,000 to cover the <br />cost of construction. It is necessary for us to proceed, at this time, if we are to complete <br />the parking'tot before the Christmas Shopping-Season.'' <br /> <br /> Motion of Mr. Leary to concur in the City Manager's recommendation to award the contract <br />to Portsmouth Paving Company, pending further negotiations, and to place the following ~rdinance <br />on first reading, was adopted, without dissenting vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000.00 FRO5I THE GENERAL CAPITAL IMPROVEMENT FUND <br />FOR THE CONSTRUCTION OF A PLAZA AND PARKING LOT IN SUPER BLOCK SIX OF COLONEL <br />CRAWFORD COMMON" <br /> <br /> 67-249 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This approDriates $300,000.00 to lend the Portsmouth Port and Industrial Commission, <br />This covers another payment of the Paceco Crane.
