July 28; t998 <br /> <br />Financial Impact: <br /> <br />A25 <br /> <br />· There is no financial impact, <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the <br />fOllowing resolution, and was adopted by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE <br />A CERTIFICATE OF COMPLIANCE CONCERNING THE VIRGINIA <br />JUVENILE COMMUNITY CRIME CONTROL ACT.. <br /> <br /> WHEREAS, the 1995 Session of the General Assembly enacted <br />legislation entitled "the Virginia Juvenile COmmunity Crime Control Act!' <br />("the Act"); and <br /> <br /> WHEREAS, state funds are available to localities under the Act, <br />but only upon a certification of the Iocality's willingness to participate <br />and comply With the requirements of the Act; and <br /> <br /> WHEREAS, through the judges of the Juvenile and Domestic <br />Relations District Court and the Juvenile Court Services Unit, the City of <br />Portsmouth has developed a plan, which is administered through the <br />Tidewater Regional Group Home Commission and which addresses a <br />range of programs, services and sanctions for youth involved in the <br />juvenile justice system. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager is authorized to execute and <br />deliver to the appropriate official of the Commonwealth of Virginia, on <br />behalf of the City, a certificate of compliance with all of the requirements <br />for funding under the Virginia Juvenile Community Crime Control Act." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-183 Adoption of a motion to transfer $175,197 from' the Grants <br /> Contingency FUnd to support the Community Corrections <br /> Program to provide alternatives to incarceratiOn in the City jail <br /> for non-violent offenders. <br /> <br />Recommendation: <br /> <br />· Adoption of motion to transfer $175,197 from the Grants Contingency <br /> Fund to support the Community Corrections Program. <br /> <br />Purpose and Need: <br /> <br />The Department of Criminal Justice Services has made available <br />$175,197 in State General Funds to provide this program in <br />Portsmouth. <br /> <br />The Community Corrections Program provides a comprehensive <br />array of alternative sanctions to the local courts in lieu of <br />incarceration in the City jail for non-violent offenders. <br /> <br />Services inclUde: probation supervision, community service Work, <br />restitution, substance abuse assessment, testing and treatment, <br />anger management education, financial responsibility, educational. <br />services and record check reports. <br /> <br />community Corrections provided services to 424 offenders between <br />July 1, 1997 and May 31; 1998. <br /> <br /> <br />
