July 28; t998 Financial Impact: A25 · There is no financial impact, Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the fOllowing resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CERTIFICATE OF COMPLIANCE CONCERNING THE VIRGINIA JUVENILE COMMUNITY CRIME CONTROL ACT.. WHEREAS, the 1995 Session of the General Assembly enacted legislation entitled "the Virginia Juvenile COmmunity Crime Control Act!' ("the Act"); and WHEREAS, state funds are available to localities under the Act, but only upon a certification of the Iocality's willingness to participate and comply With the requirements of the Act; and WHEREAS, through the judges of the Juvenile and Domestic Relations District Court and the Juvenile Court Services Unit, the City of Portsmouth has developed a plan, which is administered through the Tidewater Regional Group Home Commission and which addresses a range of programs, services and sanctions for youth involved in the juvenile justice system. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager is authorized to execute and deliver to the appropriate official of the Commonwealth of Virginia, on behalf of the City, a certificate of compliance with all of the requirements for funding under the Virginia Juvenile Community Crime Control Act." Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley Nays: None 98-183 Adoption of a motion to transfer $175,197 from' the Grants Contingency FUnd to support the Community Corrections Program to provide alternatives to incarceratiOn in the City jail for non-violent offenders. Recommendation: · Adoption of motion to transfer $175,197 from the Grants Contingency Fund to support the Community Corrections Program. Purpose and Need: The Department of Criminal Justice Services has made available $175,197 in State General Funds to provide this program in Portsmouth. The Community Corrections Program provides a comprehensive array of alternative sanctions to the local courts in lieu of incarceration in the City jail for non-violent offenders. Services inclUde: probation supervision, community service Work, restitution, substance abuse assessment, testing and treatment, anger management education, financial responsibility, educational. services and record check reports. community Corrections provided services to 424 offenders between July 1, 1997 and May 31; 1998.
