July 28, 1998 <br /> <br />Pur_Dose and Need: <br /> <br />This appropriation will be used for eligible activities including: <br />acquisition, rehabilitation and new construction, down payment <br />subsidies for Iow-income homebuyers; rehabilitation of properties for <br />Iow-income elderly homeowners; rehabilitation of multi-family Iow- <br />income rental properties; and tenant based rental subsidies for those <br />at risk of becoming homeless. <br /> <br />Fin ancial Imoact: <br /> <br />Funds in the amount of $194,820 have been returned from investment <br />of HOME funds in eligible HUD activities including sale and rental of <br />properties acquired and/or rehabilitated. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $194,820 OF HOME PROGRAM <br />INCOME FOR HOME PROGRAM ELIGIBLE ACTIVITIES." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-180 Adoption of an ordinance to amend Section 6-65 of the City Code <br /> to exempt from enforcement of the "no wake" regulations any <br /> vessel licensed to carry paying passengers. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance amending Section 6-65 of the City Code to <br />exempt from enforcement of "no wake" regulations any vessel <br />licensed to carry paying passengers. <br /> <br />Purpose and Need: <br /> <br />The City Council has created "no wake" zones in several sections of <br />the City's waterways to protect the shoreline and moored vessels <br />from damaging wakes. <br /> <br />Since the establishment of the zone in the downtown harbor, <br />experience has shown that the Norfolk-Portsmouth Ferries and other <br />licensed passenger vessels are not the source of damaging wake <br />problems. Therefore, it is proposed to amend the ordinance <br />establishing the no wake zone to exclude them. These vessels will <br />continue to be subject to all Coast Guard requirements. <br /> <br />· The change will eliminate operating problems of the ferries and allow <br /> them to maintain a schedule Without compromising safety. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br />1. Gordon Shelton, 10 Crawford Parkway, spoke in opposition to the <br /> amendment. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to defer <br />consideration of 98-180 to the Council Meeting of August 25, 1998, and <br />was adopted by unanimous vote. <br /> <br /> <br />
