October 10, 1967 <br /> <br />Mr. Johnson nominated the following: <br /> <br />William B. Cloe, Jr., Thomas R. Dail, George T. Ewell, Gladstone M. Hill, Robert M. Parker, <br />George E. Davis, Mildred Tierney, James A. Hlnkle, Peter Eustis, Garfield Sharer, Jr., Robert W. <br />Wentz, Jr., Louis Brenner, P. Stockton Fleming, Herman L. Rapoport, James O'Keeffe, <br />Ralph Reavis, Robert }~. Adams. <br /> <br /> Vote being taken, those nominated were elected to the Chur~h~And Area Citizens Advisory Planning <br />Committee, for a term of office ending March 30th, 1968, and the City Clerk was requested to so <br />notify, the members; there being no dissenting vote. <br /> <br /> 67-294 - "I recommend that a third Mosquito Control District be established in the areato <br />be annexed. It would be 'known as the Churchland Mosquito Control District. It also requires <br />the appointment of two members to the Commission. <br /> The other two Mosquito Control Districts, in the City, being represented by City <br />employees, I would recommend the same policy for the new district. <br /> I would like to suggest the names of Francis R. Andrews of the Health Department <br />and John C. Mobley of the Public ~orks Department." <br /> <br /> Motion of Mr. Leafy to concur in the recommendation of the City Manager was adopted, w~thout <br /> dissenting vote. <br /> <br /> 67-29S - "I have received a request for the City to sell al~proximately four (4) acres of City owned <br />property, generally located near Ponderosa Street and west of the new National Guard Armory just off <br />Interstate #264. <br /> The party interested in this property must vacate their present facilities by January of <br />1968. Weare therefore anxious ~o acquire this property as soon as possible in order that they can <br />begin construction of a building. <br />The sale of this land was approved by thePlanning Commission this afternoon. I <br />therefore recommend this be referred to the City Attorney to be advertised as quickly as possible." <br /> <br /> Motion of ~{r. Knight to sell the property as recommended by the City Manager, with the reservations <br />stated by the Planning Commission, was adopted, without dissenting vote. <br /> <br /> 67-296 - "I submit Zhe~attached ordinance and recommend that it be placed on first reading. <br /> This appropriates $21,722.00 from the General Fund for the operation of the Portsmouth <br />Port and Industrial Commission; through June 30, 1968. These are additional funds requested due to the <br />additional personnel that has been employed by the Commission to operate the terminal. <br /> This action is necessary as the Port Commission will not have sufficient revenues between <br />now and the end of the fiscal year to support their operation." <br /> <br /> On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"~N ORDINANCE TO APPROPRIATH $21,722.00 FROM THE GENHRAL PUND FOR THE OPERATION OF THE PORTSMOUTH <br />PORT AND INDUSTRIAL CO~NISS~IN." <br /> <br /> 67-297 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriates $108,000.00 to lend to the Portsmouth Port and Industrial Commission. <br />This will cover payments due on the warehouse, the roll-on roll-off facility and operating equipment. <br /> I have been advised by the F. ~. Carigie Co., financial advisors to the Port and Industrial <br />Commission, that the CommisSion will be ih a position to reimburse the City by December iS, 1967, ~or the <br />funds that have been loaned." <br /> <br /> On motion of Mr. ~astes, the following ordinance was approved on~ir§t reading, without dissenting <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $108,000.00 FROM THH GENERAL CAPITAL IMPROV~NT FUND FOR A TEMPORARY <br />LOAN TO TH~ PORTSMOUTH PORT AND INDUSTRIAL C0~.~ISSION." <br /> <br /> 67-298 - "I submit the attached ordinance and recommend it be placed on first reading, <br /> This closes Hanover Avenue between South Street and the Seaboard Coas~ Line ~right <br />of way and Lancaster Avenue between South and Columbia Streets. <br /> This ~as been approved bM the Planning Commission and a report of the viewers is attached <br />hereto." <br /> <br />Motion of Mr. Knight to suspend the rules to hear from interested persons, was adopted. <br /> <br />F. D. Peters of 3914 South St. spo~e and presented the following petition: <br /> <br /> "~e, the undersigned, residents of Portsmouth and living in the vicinity of Street proposed for closing <br />which is Lancaster Avenue between South and Columbia Streets, do join together for the purpose of objecting <br />to the aforementioned street being closed. Instead of closing, we would lik~ to see the street filled <br />in and~opened to traffic, thereby opening another dead street within the city, namely Columbia Street." <br /> <br /> Motion of Mr. King to refer back to the Planning Commission, and that both sides be notified there will <br />be an opportunity to be heard, was adopted, without dissenting vote. <br /> <br /> 67-299 - "I submit the attached contract between the Portsmouth Ambulance Service and the City of <br />Portsmouth and recommend the proper City officials be authorized to sign. <br /> This contract is being negotiated in order that proper ambulance service can be provided <br />in the City of Portsmouth. The constrct stipulates various types of service ~he Portsmouth Ambulance <br />Service will provide between private ~ndividuals as well as the service that will be furnished to the <br />municipality. <br /> <br /> <br />
