<br />At a regular meeting of the City Council, held on October 10, 1967, there were present:
<br />
<br />Jack Pi Barnes, George D. Hastes, Burrell R. Johnson, ~saac W. King, L. L. Knight, tV. T. Leafy,
<br />Carroll A. Mason, Assistant City Manager, Robert Bray and Lee ~,~orrls, Attorneys, and R. D. Otta~io,
<br />City Auditor.

<br /> Mr. Barnes, Vice Mayor, presiding.
<br />
<br /> The meeting was opened with prayer by~ Rev. C, H. Jordan, pastor, Third Baptist Church.
<br />
<br /> Minutes of the regular meeting of September 26th and called meeting of October 3rd, 1967, were read and
<br />approved.
<br />
<br /> 67-292 - The following hearing on zoning applications and an ordinance was held:
<br />
<br />Petition Z 67-18 - Babb, Oast and Livesay for Roland L; Dennis.
<br />
<br />No one spoke in ~egard to the petition.
<br />
<br />The following letter from Attorney J. Stanley Livesay, Jr., was read:
<br />
<br /> "The City Council has on its agenda for tonight a rezoning application for Roland L. Demuis. This is
<br />application Z 67~18..
<br /> As attorney for the petitioner, I request that the public hearing and council action on this matter
<br />be continued until the council's next regular meeting. This request is made in order that I may secure
<br />certain additional information."
<br />
<br /> Motion of Mr. Knight to grant the request that action be continued until the next regular meeting
<br />of Council, was adopted, without dissenting vote.
<br />
<br />Petition Z 67-19 - Plamuing Commission of the City of Portsmouth.
<br />
<br />The following people spoke in opposition: B.M. Blanchard, Cetha E. Boone, Robert Meredith.
<br />
<br />On motion of Mr. King, the follo~i~g ordinance was approved on first reading, without dissenting vote:

<br />Petition Z 67-20 - Portsmouth Redevelopment and Housing Authority
<br />
<br />No one spoke in regard to the petition.
<br />
<br /> On motion of Mr. Eastes, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"ZONING ~ENDMENT ORDINANCE Z 67-20"
<br />
<br />67-292 - Hearing on the following ordinance was held:
<br />
<br />"AN ORDINANCE TO ~END THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961~ BY ADDING THERETO
<br />A NEW ARTICLE NUMBERED fl, ESTABLISHING A HISTORIC ZONING DISTRICT, CREATING A COMMISSION OF
<br />ARCHITECTURAL RHVIBM THEREFOR, ESTABLISHING BUILDING AND PARKING REGULATIONS FOR SAID DISTRICT,
<br />REGULATING THE USE AND OCCUPANCY OF PROPERTY LOCATED IN SUCN A DISTRICT"
<br />
<br />AND
<br />
<br />No one spoke in regard, to the ordinance.
<br />
<br />On motion of Mr. King, the ordinance was approved on first reading, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 67-29~ - "I recommend that the Churchland Area Citizens Planning Committee be appointed from the area
<br />to be annexed January 1, 1968~
<br /> It is *.he desire of the City that this committee render any service, it can, to effect a
<br />more orderly transition of the area into the City of Portsmouth. It is requested that this committee
<br />function from now until the end of March 1968; at which time it would automatically expire.
<br /> The committee to be authorized to draw up its own rules, elect its own officers and meet
<br />~hen and as often that it feels it can be most effective. It would be the purpose of this committee to
<br />hold public meetings and it could concern itself with the physical planning of the area to be annexed
<br />in such matters as land use, zoning, community facilities, public improvements, major streets and highways
<br />and straet names.
<br /> The City Government will make available officials of the various departments, of the City, to
<br />render any technical service that the committee feels it needs. It is further recommended ~hat the Portsmouth
<br />City Planning Commission assist in the organization of this committee."
<br />
<br /> ~otion of Mr. Knight to concur in the recommendation of the City Manager was adopted, without
<br />dissenting vote.
<br />
<br />Motion of Mr. Knight to go into the election of members to the Citizens Advisory Committee, was adopted.
