<br />67-530 - The following letter from J. Brewer 5~o~e,.Director of Planning was read:

<br /> "At its regular monthly meeting on November 7, 1967, after experiencing difficulty and delay in
<br />obtaining a quorum, the City Planning Commission resolved to request early action on appointment of
<br />a successor to former Assistant City Manager Carroll A. Mason."
<br />
<br /> Motion of ~r. Hastes to go into the election of a successor to Mr. Mason on the Planning
<br />Commission, was adopted.
<br />
<br />Mr. Hastes nominated A. P. Johnson, Jr., to represent the City o~ the Planning Commission.
<br />
<br />On motion of Mr. King, nominations wer~ closed.
<br />
<br /> Vote being taken, ~Ir. Johnson was unanimously ~lected a member of the Portsmouth Planning
<br />Commission.
<br />
<br /> 67-351 - The following letter from the Director of Planning was read:

<br /> "At its regular monthly meeting on November 7, 1967, the City Plannin~ Commission resolved to
<br />recommend closure of sDgments of three streets. The first two are in connection with a westward
<br />expansion of Mid-City ShOpping Center:
<br /> S-67-1I Application of Construction Associates by Attorney Donald Kil~ore to close
<br />Grif~et for thirty feet, west of LoudounAvenue between Cumberland andLoUdoun Avenues.
<br /> S-67~12 Application of Construction Associates by Attorney Donald Kilgore to close thirty feet
<br />of Cll~-r'r'r'r'r'r'r'~-Street, west of Loudoun Avenue between Airline BouleVard and L°Udoun Avenue.
<br /> The Commission recommends approval subject to provision of land and physical improvements by
<br />the applicants and at no cost to the City of PortsmOuth for an adequate turn-around or
<br />cul-de-sac on each street stub pursuantto standards prescribed by our City Traffic Hngineer.
<br />Moreover~ there is the customary condition relative to retention of water and sewer easements
<br />deemed necessary.
<br /> The Commission also recommends closure of the following segrment of a p~per street, subject to retention
<br />of any necessa~ utility easements:
<br /> S-67-13 Application of George R. Davis, Jr., by Attorne~ Donald Kilgore to close Louisa
<br />Terra~90 ~eet west of Louisa Avenue."

<br />Motion of Mr. Leery, referred to the City Attorney.
<br />
<br /> 67-532 - The following letter from the Director of Planning was read:
<br />
<br /> "At its regular monthly meeting on November 7, 1967, the City Planning Commission publicly heard
<br />and resolved to recommend an amendment to the Zoning Ordinance which w~ld prescribe procedures for review
<br />of certain building permit applicai}ons-in the Downtown Commercial C-3 Zoning District.
<br /> This additional regulation was developed and is intended to further the aims and programs
<br />referred to as "Colonel CrawfGrd Common."
<br /> The Dronosed ordinance amendment is attached."
<br />
<br /> Motion of Mr. Hastes to refer to the City Clerk to advertise, was adopted, without dissenting
<br />vote.
<br />
<br /> 67-555 - The following letter from Robert ~. ~Ventz, Jr., Chairman, Churchland Area Citizens
<br />Advisory Committee, was read, and on motion~of Mr. Knight~ referred to the City Attorney:
<br />
<br /> "It is the unanimous recommendation of this committee, that the Voting Precinct, Precinct names,
<br />and suggested voting nieces, as shown on the attached map diagram, be established by the City Council
<br />in the annexed area of Western Branch."
<br />
<br /> 67-334 - The following letter from Rear Admiral Hogle, U. S. Navy, was read and on motion
<br />of )~r. Hastes, received as information:
<br />
<br /> "With respect to your and Mr. Mason's visit to my office last Thursday regarding Navy cooperation
<br />in getting Portsmouth's road projects comnleted in the shogtest time, I have discussed the matter
<br />with Rear Admiral H. N. Wallin, CHC, USN, Commander Atlantic Division, Naval Facilities Hngineering
<br />Command, who is responsible for design and construction in this District.
<br /> There have been several exchanges of correspondence between Admiral Wallin's office and the
<br />City of Portsmouth on the subject of drainage requirements for the new roads and also with respect to
<br />sealing of buildings which will be partially demolished as a result of the new road system.
<br />These matters are being resolved in meetings and discussions and it appears that all actions are
<br />being taken by his office to exnedite this. At the ~resent time, his office is awaiting information
<br />from the City of Portsmouth's consultant, Mr. Warren Travers regarding the drainage problem. It
<br />appears that the design as originally proposed by ~4r. Travers will not sufficiently take care of
<br />drainage water without danger of flooding a portion of the Naval Shipyard nroperty. Naturally, the Navy
<br />cannot approve such a design. Hopefully, this is being worked out and everything is being done to
<br />cooperate with your consultant in order to reach an early and amicable solution.
<br /> Please be assured that we wish to cooperate ~n every way we possibly can to ensure that this
<br />work can be completed in a most exmeditieus manner.
<br /> I appreciate very much your taking time to discuss this with me and I will be happy to see
<br />you at any time if the matter is not resolved to your satisfaction."
<br />
<br /> 67-335 - The following letter from Robert B. McNeil, Executive Assistant t~ Senator Spong,
<br />was read:
<br />
<br /> "The Department of Nousing and Urban Development advises me that the Crawford Common Loan
<br />and Grant Contract application is under review and that no significant problems have been encountered
<br />with the application.
