August 11. 1998 <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-198 Adoption of a motion to transfer $86,567 from the Grants Contin¢ <br /> Fund for the removal of derelict vessels from the Elizabeth River. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $86,567 from the Grants Contingency <br /> for the removal of derelict vessels from the Elizabeth River. <br /> <br />Purpose and Need: <br /> <br />Working with area agencies and cities, as part of the Derelict Vessels <br />Subcommittee, the Engineering Department has identified approximately <br />sites in the various branches of the river that fall within the scope of <br />funding. These sites were chosen because the vessels/structures at <br />locations either represent a hazard to the public or interfere with <br />development. <br /> <br />This is a State funded program where the money is shared by Chesapeake, <br />Norfolk and Portsmouth. Upon the receipt of bids, funds are requested from <br />the Virginia Marine Resources Commission in the approximate amount <br />money allocated to the City at that time. <br /> <br />· Bids were received on June 24, 1998 for the removal of derelict vessels <br /> outlined in the attached bid summary (see Attachment No. 1). <br /> <br />Financial Impact: <br /> <br />· This is a State grant requiring no matching funds from the City. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to transfer $86,567 <br />the Grants Contingency Fund for the removal of derelict vessels from the <br />Elizabeth River, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-199 <br /> <br />Adoption of an ordinance to amend various sections of the City <br />which reference the Community Services Board to re-designate <br />establish the Department of Behavioral Healthcare Services and <br />Behavioral Healthcare Services Advisory Board, effective September 1, <br />1998. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance to amend various sections of the City Code which <br />reference the Community Services Board to re-designate and establish the <br />Department of Behavioral Healthcare Services and the Behavioral Healthcare <br />Services Advisory Board, effective September 1, 1998. <br /> <br />Purpose and Need: <br /> <br />HB428, which became effective on July 1, requires each local government tc <br />designate it~ Community Services Board as one of three different types: <br />operating, administrative-policy and policy-advisory. <br /> <br />This action will bring the City into compliance with the State code <br />designating the CSB as a policy-advisory board to a City department <br />provides mental health, mental retardation and substance abuse services. <br /> <br /> <br />
