AdguSt 111;~998 <br /> <br />Purpose and Need: ? <br /> <br />· For the second year, the Commonwealth's Attorney's Office has received <br />. ~ these grant funds from the DePartment of Criminal Justice Services, <br /> <br />This project is designed to implement an effective and comprehensive <br />approach to conducting surveillance, investigating, and prosecuting major <br />and repeat drug offenders. <br /> <br />Financial Impact: <br /> <br />· Department of Criminal Justice Services <br />· City of Portsmouth Match <br /> Total <br /> <br />$ 92,475 (90%) <br /> 10.275 (10%) <br />$ 102,750 (100%) <br /> <br />· Local match is budgeted within the Commonwealth's Attorney!s operating <br /> budget. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Bonn, to transfer $102,750 <br />from the Grants Contingency Fund for the Major Drug Violator/Repeat Drug <br />Offender Investigation Unit, and was adopted by the following vOte: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-197 Adoption of a motion to transfer $235,199 from the Grants <br /> Contingency Fund to be used by the City's Victim/Witness Program for <br /> providing direct services to victims and witnesses of crime. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $235,199 from the Grants Contingency <br /> Fund for the Victim/VVitness Program. <br /> <br />Purpose and Need:. <br /> <br />· The City of Portsmouth's Victim/Witness Program has receiVed its twelfth <br /> grant from the Department of Criminal Justice Services. <br /> <br />· The funds will be used to provide direct services to victims and witnesses <br /> of crime, such as: <br /> <br /> (1) Respo~nd to the emotional and physical needs of crime victims <br /> and witnesses. <br /> (2) Assist victims of crime in stabilizing their lives after <br /> victimization. <br /> (3) Assist victims and witnesses in understanding and participating <br /> in the Criminal Justice System. <br /> (4) Provide victims with information and referral services. <br /> <br />Last year servibes were provided to 341 victims and 576 witnesses. <br /> <br />· The program assisted 55 victims in filing for crime compensation resulting <br /> in over $78,000 in awards. <br /> <br />Financial Impact: <br /> <br />· Department of Criminal Justice Services $235,199. <br />· There is no local match. <br /> <br /> Motion by Mr, Benn, and seconded by.
