August 11. ~1998 ~ 33 <br /> <br />The changes include (1) changii~the name of the department and board; <br />(2) decreasing the size of the board from 15 members to 9; (3) establishing. <br />the duties of the advisory board; and (4) making all necessary changes to <br />comply with State code. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING ARTICLE XXIII THEREOF TO <br />CREATE A NEW CITY DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-200 <br /> <br />Adoption of a motion approving the Behavioral Healthcare Services' <br />(BHS) (Community Services Board's) FY99 Performance Contract <br />with the State. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion approving the Behavioral Healthcare Services' (BHS) <br /> (Community Services Board's) FY99 Performance Contract with.the State. <br /> <br />Purpose and Need: <br /> <br />HB428, which became effective on July 1, requires that by September 15, <br />each local government is to approve the BHS's annual performance <br />contract with the State. <br /> <br />The BHS budget is approved annually by Council as part of the regular <br />City budget process The performance contract converts this approved <br />budget into the required State format. <br /> <br />The performance contract also projects the service levelS and number of <br />consumers to be served, and specifies the contractual obligations of both <br />the State and BHS. <br /> <br />Financial Impact: <br /> <br />· The performance contract must be approved for the BHS to receive State <br /> controlled funds. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to approve the <br />Behavioral Healthcare Services, (BHS) (Community Services BOard's) FY99 <br />Performance Contract with the State, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98,201 Adoption of a resolution to approve and ratify the issuanCe of $9.9 <br /> million of Public UtilitY Bond AnticiPation Notes (BANS). <br /> <br />Recommendation: - <br /> <br />· Adoption of a resolution to approve and ratify the issuance of $9.9 million <br /> of pUbiic UtilitY Bond AnticipatiOn Notes (BANs). <br /> <br /> <br />
