Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. <br />Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy <br />Oksman. <br /> <br /> Vice Mayor Griffin opened the meeting with prayer, which was followed <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes <br />a Called Meeting on July 28, 1998, and a Regular Meeting on July 28, 1998, and <br />was adopted by unanimous vote. <br /> <br />98-193 Presentation: <br /> <br />· Presentation of "Hero Award" to Alan F. White. <br /> <br /> . Public Hearing - <br /> <br />98-194 Public hearing on a street closure: <br /> <br />a) S-98-03 HATTONSVILLE NEIGHBORHOOD - The Portsmouth Redevelo <br /> and Housing Authority requests closure of portions of <br /> Street, Philippine Street, an unnamed street and a 25-foot road <br /> (public road). <br /> <br /> Recommendation: <br /> <br />· Adoption of a motion to defer consideration of this item to the meeting <br /> Council of the City of Portsmouth to be held on October 13, 1998. <br /> <br /> Purpose and Need: <br /> <br /> · The Portsmouth Redevelopment and Housing Authority requests closure <br /> portions of Ponderosa Street, Philippine Street, an unnamed street and a 25- <br /> foot road. <br /> <br /> · Title examination reveals title questions that must be cleared before any <br /> action to vacate and close as right-of-way. <br /> <br /> Financial Impact: <br /> <br /> · Closure will make these streets a part of a redevelopment project. <br /> <br /> Motion by Mr; Robinett, and seconded by Mr. Pitts, to defer con., <br /> of Agenda Item 98-194(a) until the Council Meeting of October 13, 1998, and was <br /> adopted by unanimous vote. <br /> <br /> - City Manager's Report- <br /> <br /> 98-196 Adoption of a motion to transfer $102,750 from the Grants Contingency <br /> Fund for the Major Drug Violator/Repeat Drug Offender Investigation Unit. <br /> <br /> Recommendation: <br /> <br /> · Adoption of a motion to transfer $102,750 from the Grants Contingency <br /> for the Major Drug Violator/Repeat Drug Offender Investigation Unit. <br /> <br /> <br />
