January 9, 1968 <br /> <br />On motion of Mr. Knight, the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION REQUESTING FiE VIRGINIA DEPARTMENT OF HIGHWAYS TO DO THE <br />ENGINEERING AND CONSTRHETIDN WORK EOR A NEW BRIDGE OVER ~THE WESTERN <br />BRANCH OF THE ELIZABETH RIVER. <br /> <br /> WHEREAS, the existing West Norfolk Bridge is incapable of carrying existing and projected <br />traffic; and <br /> <br /> WHEREAS, the Virginia D~partment of Highways and the Southeastern Virginia Regional Planning <br />Commission have adopted a Regional Highway Plan for the Southeastern Virginia Area; and <br /> <br /> WHEREAS, the said Regional Highway Plan calls for the construction of a high level <br />bridge across the Western Branch-of the Elizabeth River in the vicinity of the existing West <br />Norfolk Bridge. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />of Portsmouth hereby requests the Virginia Department of Highways to begin the engineering <br />work and the construction of a new high level bridge over the Western Branch of the <br />Elizabeth River together with the necessary approaches thereto. <br /> <br /> BE IT FURTHER RESOLVED, that limits of the proposed bridge are hereby determined to be as <br />follows: The project shall have as its eastern terminus an approach road beginning approximately at <br />the intersection of Douglas Avenue and Bayview Boulevard in the City of Portsmouth and as <br />its western terminus beginning approximately at the intersection of the West Norfolk <br />Road with the right of w~F of the Norfolk, Franklfn and Danville Railroad Company. The northern <br />approach road located at the western terminus of the proposed bridge shall follow, wherever <br />possible, the alignment of the proposed eastbound entrance ramp of the Western Freeway at <br />approximately stations 350 to 345 as shown on pages 70-71 of Volume II of the Southeastern <br />Virginia R~gional Planning Study prepared by Wilbur Smithand Associates. The ~roposed <br />project limits are more particularly shown on that certain nlan prepared by the City of Portsmouth <br />Department of Traffic Engineering, a copy of which is attached hereto~ identified as Addendum <br />"A" and hereby made a ~art hereof." <br /> <br /> 68-7 - "I submit the attached resolution and recommend its adoption. This appoints viewers <br />for the closing of a portion of Third Street, between Henry Street and anoint 92 feet south thereof. <br />This closing has been requested by the Wesley Center, in order that they ~an enlarge their playground <br />area adjacent to the Center. This closing has been approved by the Planning Commission." <br /> <br />Motion of Mr. Knight to adopt the resolution. <br /> <br /> Substitute motion of Mr. King to adopt the resolution and that a traffic study of Third Street <br />be made and submitted to the Council at the nex~ regular meeting, was adopted, without dissenting <br />vote. <br /> <br /> 68-8 - "In our continuing efforts to more effectively enforce the Minimum Housing Code, we <br />have selected our third area for systematic code enforcement. We have selected the Nigh Street <br />non-residential corridor between Effingham Street and Hamilton Avenue, Where we will be <br />seeking assistance from the Civic Leagues in the area, along with active participation on the <br />part of the area residents. We have preapred maps of the area, showing its physical characteristics, <br />assigning block numbers to facilitate the citizens participation and inspection routes for the <br />housing inspectors. Attached hereto is m copy of the program map that is being presented to <br />every dwelting unit within the areas to be inspected. I am advising the City Council of our <br />intentions to begin this program in the High Street non-residential corridor in the interest of <br />improvin~ public relations. This further includes an invitation to any group ~n the city to <br />recuest a speaker from the city to discuss this program." <br /> <br />On motion of Mr. Knight, received as information. <br /> <br /> 68-9 - "It is necessary that some remodeling be done to the Western Branch Fire Station. <br />We must enlarge the sleeping quarters, dining facilities and bathroom facilities to accommodate the <br />firemen stationed there. I recommend I be authorized to employ the firm of Yates, Boggs, Berkeley, <br />and Service, Architects, to do the necessary design work for this remodeling." <br /> <br /> Motion of Mr. King to concur in the recommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 68-10 - "I submit the attached resolution and recommend its adoption. This authorizes the <br />condemnation proceedings for necessary right-of-way for the London-Glasgow Street Expressway. This <br />action is necessary as agreement cannot be reached with the property owner." <br /> <br />On motion of Mr. Eastes, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE <br />CITY OF PORTSMOUTH UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER <br />229 OF THE ACTS OF ASSE~{BLY OF 1966, SAID PROPERTY BEING NECESSARY FOR THE <br />CONSTRUCTION, WIDENING AND IMPROVEMENT OF STATE HIGHWAY ROUTE 58 FROM THE <br />INTERSECTION OF AIRLINE BOULEVARD AND HIGH STREET TO THE INTERSECTION <br />OF LONDON AND EFFINGHA~M STREETS. <br /> <br /> WHEREAS, in cooperation with the Federal and Mta~e governments, State Highway Route 5B is.being <br />constructed, widened and improved from the intersection of Airline Boulevard and High Street <br />to the intersection of London and Effingham Streets in the City of Portsmouth, Virginia; and <br /> WHEREAS, one of the obligations of the City of Portsmouth with respect to said project <br />is the provision of the land necessary for the construction; and <br /> <br /> <br />
