<br />At a regular meeting of the City Council, held on January 9, 1968, there were ~resent:

<br />R Irvine Smith, Jack P. Barnes, George D. Eastes, Burrell R. Johnson, Isaac W. King, L, L. Knight,
<br />A, P. Johnson, Jr., City Manager, M, A. Korb, Jr., City Attorney, and R. D. Ottavio, City Auditor.
<br />
<br /> The meeting was opened with prayer by Rev. Eugene Sowder, pastor, I~right Memorial Methodist
<br />Church.
<br />
<br /> Minutes of the regular meeting held on December 26th, 1967 and called meeting of December 50th,
<br />1967, were read and approved.
<br />
<br /> 68-1 - The following public hearing on real estate and personal property and machinery tax
<br />rate for 1968 was held:
<br />

<br />The following reports from the City Manager were read:
<br />
<br /> 68-2 - "I submit the attached ordinance and recommend it be placed on first reading. This established
<br />a real estate tax rate at $2~2S per hundred, personal property tax rate at $4.00 per l~undred and a
<br />rate of $3.00 for machinery and tools used in manufacturing or mining, for the year1968.
<br /> The additional revenue raised by these rates will be used for the operation of the
<br />city schools and cost of living increase for employees,
<br /> The Tax Study Commission has reviewed all of our present sources of revenue. It
<br />was their conclusion because of limitations and prohibitions placed upon cities by state statutes
<br />that the above were the only sources where additional revenues could be obtained."
<br />
<br /> On motion of Mr. Knight the following ordinance was approved on first reading without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES 0N REAL ESTATE, TANGIBLE PERSONAL PROPERTY AND
<br />MACHINERY AND TOOLS WITHIN THE LIMITS OF TF~ CITY OF PORTSMOU~{, VIRGINIA, FOR THE PURPOSE OF
<br />RAISING REVENUE FOR THE SUPPORT OF ~{E GOVER~qENT AND THE PUBLIC FREE SCHOOLS AND TO PAY
<br />INTEREST AND SINKING FUND ON THE PUBLIC DEBT FOR THE YEAR BEGINNING JANUARY 1, 1968"
<br />
<br /> 68-5 - "I submit the attached ordinance and recommend it be olaced on first reading.
<br />This ordinance imposes taxes on shares of stock of banks, located in the city of Portsmouth for the
<br />year1968. The State Code provides that cities can adopt this type of ordinance, thereby recieving 40~
<br />on each share of bank stock from banks located in the city. This tax is paid by the bank and
<br />not by the stockholder."
<br />
<br /> On motion of Mr, Johnson, the following ordinance was approved on firmt reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANKS LOCATED IN THE CITY OFPORTSMOUTH
<br />FOR THE YEAR 1968 AND ANNUALLY, THEREAFTER, FIXING THE RATE AND REO~IRING THE PAYMENT
<br />THEREOF, REQUIRING CERTAIN REPORTS, AND PRESCRIBING PENALTIES FOR TNE VIOLATION THEREOE."
<br />
<br /> 68-4 - "I submit the attached ordinance and recommend it be placed on first reading, lliis
<br />appropriates $3S,S97.99 to loan to the Portsmouth Port and Industrial Commission. This is to ~over
<br />invoices they have received on the Paceco Crane and warehouse and rail trackage. These funds will
<br />be reimbursed by the Port Commission very shortly."
<br />
<br /> On motion of Mr. King, the following ordinance was approved on first reading, without dissenting
<br />vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $55,597.99 FROM THE GENERAL CAPITAL IMPROVg~fENT FUND FOR A
<br />TEMPORARY LOAN TO ~-IE PORTSMOUTH PORT AND INDUSTRIAL COmmISSION."
<br />
<br /> 68-5 - "I submit the attached ordinance and recommend it be placed on first =eading.
<br />This amends Section 4tl.2 of the Building Code, to allow the s~Oz~age of baled waste paper
<br />in the fire district. The Code at the present time, allows the storage of all types of paper
<br />exceot baled waste paper. ~is amendment will not permit the storage of waste paper that is not
<br />baled, and anyone im the business of baling of waste paper, would be required to meet all other
<br />fire regulations."
<br />
<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 411.2 OF THE BUILDING CODE OF THE CITY OF PORTSMOUTH, 1967, PERTAINING
<br />TO THE PROCESSING, M~NUFACTURING OR STORING OF CERTAIN HAZARDOUS MATERIALS."
<br />
<br /> 68-6 - "I submit the attached resolution and recommend its adoption. This requests the
<br />State Highway Department to program o~_.,engineer for the construction of a new bridge between Port
<br />Norfolk and West Norfolk in the City of Portsmouth. The attached resolution is a requirement by the
<br />State Highway Deoartment before it can take any action towards the construction of a new bridge at
<br />this location."
