<br /> In recognition of the above, the group voted.to recommend to each of their resoective governing
<br />bodies the appointment of two representatives to serve as-members of an area steering committee.
<br />This committee would be charged with responsibility for the development of a plan far or agreement on
<br />a comprehensive areawide health planning organization in this section of the state. The reB~esentation
<br />of one elected official and one individual interested or knowledgable in health was considered appropriate
<br />and endorsed. It was hoped that such a steering group could meet in about 50 days.
<br /> In the absence of any other aFrangements for follow up, we are serving in the capacity of a
<br />secretariat and convener until other arrangements are made. We will be happy to assist you in any
<br />way possible sumh as answering questions or explaining the situation to your local Council if you
<br />feel the need for it. Please advise me at your earliest convenience as to the action of your Council.
<br />The date for the meeting of the steering committee is tentatively set for the evening of March 4.
<br />Thank you very much for your interest in and attention to this imnortant matter."

<br />68-48 - The following letter from the Superintendent of Schools was read:

<br /> "The School Board respectfully requests an appropriation of S57,637.00, for the purpose of
<br />installing (5) portable classrooms, These classrooms will be used to house the children displaced
<br />by the destruction of John Marshall School, by. fire."
<br />
<br /> On motion of Mr. Barnes the following ordinance was approved on first reading, without dissenting
<br />vote:

<br />"~N ORDINANCE TO APPROPRIATE $37,657%00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE
<br />PURCHASE OF MOBILE CLASSROO?IS FOR %~E SCHOOL BOARD"

<br /> 68-49 - The report on audit of the Juvenile and Domestic Relations Court by the Auditor of
<br />Public Accounts of the Commonwealth, for the year ended June 30, 1967, was nresented and on motion of
<br />Mr. Barnes, received as information.
<br />
<br /> 68-50 - The remort on audit of the MuniciBal Court for year ended June 1967, by the State
<br />Auditor of Public Accounts~ was presented, and on motion of Mr, King, receiveG ag information.
<br />
<br /> 68-51 - The following application for Justice of Peace from William C. Phelns, 108 Bidgood Drive,
<br />was read:
<br />
<br /> "I am at nresent a Justice of the Peace for the City of Chesapeake, elected to that office by voters
<br />of the Western-Branch Borough. I have been coWcerned however, in that the majority of those citizens
<br />who re-elected me to the office are now without that representation. A number of these voters have
<br />brought this fact to my attention. As a result, I respectfully ask that consideration be given to
<br />appointment as Justice of the Peace for the City of Portsmouth,
<br /> For your consideration, I list information which may assist you:

<br /> Qualification: Appointed one year ago to fill the unexoired term of a
<br /> deceased Justice and re-elected to that office through
<br /> the Democratic orimary and General Elections of 1967.
<br /> Residence and Reside askhomeo%cner at 108 Bidgood Drive, in the Sterling Point section of
<br /> Business: Churchland, now in the City of Portsmouth. In business as resident agent
<br /> in multinle line insurance agency, located in the Village Shopning Center,
<br /> Churchland, Portsmouth. In the insurance business 15 years.
<br /> Personal Age 40, native of Portsmouth. Member of Centenary Methodist Church; attended
<br /> History: Norfolk Division William and Mary-VPI; member Democratic Party; member of
<br /> Association of Justices of the Peace of Virginia. Married and have two sons,
<br /> ages 11 and 7.
<br /> Experience: Approximately 80% of the 500+ criminal arrest warrants executed in 1967 at
<br /> the Chesapeake Police Precinct No. 4 (Churchland) were comoleted by this Justice.
<br /> This activity required many early A. M. calls that interrupted sound sleep,
<br /> hut an understandable necessity that was required of the office.
<br /> In summary, there is belief that a need exists in my area for Justice of the Peace availability.
<br />Secondly, if favorable action is taken on this request, no hardship would be created on the Chesapeake
<br />precinct as that department would stit] have the availability of two Justices residing in the immediate
<br />area."

<br /> Motion of Mr, Leafy to acknowledge and refer with letters of recommendation, to a conference
<br />was adopted, without ~issenting vote.
<br />
<br /> Motion of Mr. Johnson that the City Attorney prepare a questionnaire to be Sent to all applicants
<br />for Justice of Peace, also a work sheet outlining their duties, was adopted, without dissenting vote.
<br />
<br /> 68-52 - "I'am requesting on behalf of the Citizens of the United Civic Leagues, your permission to
<br />appear before the Council at the February 15, 1968, meeting or, the February 27th meeting.
<br /> I shall ~resent business that we consider vital to our community and in some instants,
<br />to other sections of th~ city as well."
<br />
