February 13, 1968 <br /> <br />after she arose the following day after 6:45 A.M., and to this day that is the last I heard from <br />her until I receivad your letter. <br /> I do have a special bus that makes up,at Woodrow Wilson High School that will take students <br />home along our regular fixed bus route in Cavalier Manor and this run is operated by one of our <br />lady drivers, ~lrs. Battle. <br /> I would like to inform Mr. and bits. Garrett that I have not instructed any of our operators to <br />take two school punches at High and Effingham Streets on school days during regular hours. I <br />would also like to advise you, the City Council, and ~r. and ~{rs. Garrett, that I have already <br />taken the necessary steps to correct the situation that Mr. and ~rs. Garrett said occurred. <br />Incidentally, I have not received any complaints from anyone else in regard to this matter." <br /> <br /> Motion of Hr. Barnes to acknowledge the latter and receive as information was adopted, without <br />dissenting vote. <br /> <br />68-44 - The fo'ltowing letter from the Retired ~en's Club was read: <br /> <br /> "At the regular meeting of the Retired Men's Club of Portsmouth, on January 18, 1968 the <br />following resolution was un~limously adopted. Be it resolved that we are oonosed to the <br />amount of the fee charged each way, to and from the Hospitals, in the event~o~ retired people using <br />ambulance service. <br /> We further feel this cost is excessive and inconsistent with the fact of the limited amount <br />of money, in the pensions' and al!~hich ~etired people receive. <br /> The men of the club also want this acC}on to be presented to the City Council. The Retired <br />Men's Club consists of approximately 160 members who are qualified voters. <br /> Your consideration in this matter would be appreciated." <br /> <br /> 5~otion of Mr. Eastes to receive as information and refer to a conference was adopted, without <br />dissenting vote. <br /> <br />68-45 - The following letter from Mrs. Thomas Parsons, Secretary., Siesta Club, was read: <br /> <br /> "At the January $1, 1968, meeting of the Siesta Club the vote was unanimously oassed <br />endorsing the use of windshield decals in place of metal city auto tags. <br /> It is the wish of the members of Siesta G~rdens that the city council he informed of the action <br />of SieSta Club." <br /> <br /> Motion of Mr. Johnson to acknowledge and receive as information, was adopted, without dissenting <br />vote. <br /> <br /> 68-46 - The following letter from the Wilson Ward Civic League, Samuel Shuler, President, <br />was read: <br /> <br /> "The Wilson Ward Civic League wish to express eur opposition to trick or treating at Halloween time <br />as it is now observed. <br /> We hereby petition The City Council to take the necessary steos to outlaw this type of <br />observance in the City of Portsmouth. We believe the City should change this, whereby, the observance <br />of Halloween would be held in a designated area downtown with oolice orotection. <br /> We hooe that the City Council will give this matter serious consideration." <br /> <br /> ~{otion of ~{r. Barnes to acknowledge and refer to a cbnference was adopted, without dissenting <br />vote. <br /> <br /> 68-47 - The following letter from the Health, Welfare and Recreation Planning Council of the <br />Portsmouth Area, was read: <br /> <br /> "We were pleased that representatives from your community were able to attend our meeting <br />on com~orehensive areawide health planning January 17, I am writing to each community to strmmarize <br />the situation, to confirm the action taken, to offer our assistance in explaining the situation to your <br />local leaders, and to request to be advised 'of your Council's pleasure in the matter. <br /> Health Dlanning is being developed on an areawide basis in those few metropolitan areas such <br />as ours where it has not existed. It is being established on a comprehensive basis where none has <br />existed or converted to such where only health facility planning was in operation. Impetus has been <br />given to this by PL 89-749 which provides for both state and area comprehensive planning. This <br />area 5~alth planning will be done under state initiated units if none are created locally. The <br />area planning bodies will be officially recognized by both state and federal authorities as <br />official review organizations for grant applications. They will do much to shape, if not actually <br />make, public health nolicy for the area. <br /> The three organizational proposals for .the establishment of comprehensive areawide health <br />planning discussed were--[1) the Henderson Plan for the creation of an independent non-profit areawide <br />cornoration with area health planning as its sole function; (2) the plan of the HWR Planning Council in <br />Norfolk to reorganize its Board membership for areawide representation and undertake the area health <br />planning as one of two areawide planning functions [the other being social welfare planning); and <br />the ~lan that the SVRPC as an existing area organization, if reouested or so designated, sponsor or other- <br />wise undertake the ,area health planning. <br /> After considerable discussion, there was general agreement on the following: <br /> 1. That comprehensive areawide health planning was necessary and inevitable. <br /> 2. That the communities represented comprised a natural health planning area. <br /> That the con~nunities should be adequately represented on the Board of such an area planning <br /> organization. <br /> 4. That an area representative group such as that there assembled should be formally convened <br /> for the purpose of jointly determining the structure and/or organization through which <br /> comprehensive areawide health planning would be accorm31ished, <br /> <br /> <br />
