<br />"AN ORDINANCE TO APPROPRIATE $25,000.00 FROM THE GENERAL CAPITAL IMPROVFa~ENT FUND FOR THE
<br />CONSTRUCTION OF A S;2~ITARY SEWER"
<br />
<br /> Motion of Mr. Knight to award the bid to A. G. Pinkston Company, the low bidder, was adopted,
<br />without dissenting vote.
<br />
<br /> 68-58 - "I submit tile attached ordinance and reco~anend it be placed on first reading. This
<br />appropriates $12,420.00 to. purchase property for the Mt. Calvary Baptist Church. The Housing
<br />Authority sold to the church other land in the Weaver Urban Renewal Project in order that the
<br />church could make this land available to the school."

<br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />dissenting vote:

<br />PUR~{ASE OF PROPERTY FOR THE RIDDICK WEAVER SCHOOL SITB FROMTHE MT. CALVARY BAPTIST CHURCH"

<br /> 68-59 - "I submit the attached resolution and recommend its adoption. This authorizes the
<br />signing of the necessary documents with the Department of Housing and Urban Development for a water
<br />facilities grant. This grant has previously been approved by the federal government and the city will
<br />receive $1,237,500.00 from the federal government for improvements to the water system. It is
<br />necessary for the City Council to authorize the signing of these documents in order that we can
<br />proceed with the improvements and receive the.money from the federal government."

<br />motion of Mr. King, the following resolution was adopted, without dissenting vote:

<br /> "I~HEREAS, City of Portsmouth organized and existing under and by virtue of the laws of the
<br />Commonwealth of Virginia (herein called the "Applicant"), has heretofore s3abmitted an application
<br />to the United States of America, acting by and through the Secretary of Housing mhd Urban Development
<br />(herein called the "Government"), for a grant under Section 702 of the ~ou§ing and Urban Development
<br />Act of 1965, for the purposes designated in the said application; and
<br /> ?CHEREAS, the Government has approved the said application subject to certain conditions and
<br />has submitted to the applicant a certain Grant Agreement dated as of February 16~ 1968,
<br />(herein called the "Grant Agreement"), for approval and execution by the Applicant, which said Grant
<br />Agreement is satisfactory.
<br /> NOW, THEREFORe, BE IT R~SOLVED BY THE Council of the Applicant that the said Grant
<br />Agreement, a copy of which is attached hereto, be and the same is hereby approved. The City Manager
<br />is hereby authorized and directed to execute the said Grant Agreement in the name and on behalf of
<br />the Applicant, in as many counterparts as may be necessary, and the City Clerk is hereby authorized
<br />and directed to affix or impress the official seal of the Applicant thereon and to attest the
<br />same. The proper officer is directed to fo~ard the said executed counterparts of the said
<br />Grant Agreement to the Government, together with such other documents evidencing the approval and
<br />authorization to execute the same as may be required by the Government."

<br /> 68-60 - "I submit herewith a Mutual Aid Firefighting Agreement between the City of Portsmouth
<br />and Nansemond County and recommend the proper city officials be authorized to sign. This
<br />MutuaI Aid Agreement is being requested in order thatTthe Portsmouth Fire Department can
<br />respond to alarms at the General Electric plant and Frederick College."

<br /> Motion of Mr. Leafy to concur in the recommendation of the City Manager was adopted, without
<br />dissenting vote.
<br />
<br /> 68;61 - "Bids were opened on Friday, February 23, 1968, for lease of City owned land at the
<br />northwest intersection of Columbus Avenue and Randolph Streets. One bid was received from Southern
<br />Materials Company, offering to lease the property at an annual rental of S1800, payable in advance
<br />for a period of five years. I recommend that the property city officials be authorized to sign a lease
<br />with Southern Materials Company for this property."
<br />
<br /> Motion of Mr. Knight that the proper officials be authorized to sign the lease, was adopted,
<br />without dissenting vote.
<br />
<br /> 68-62 - "I submit the attached resolution and recommend its adoption. This authorizes the
<br />signing of an application for a Federal Water Pollution Control Act grant for construction of
<br />sewers.
<br /> We have previously adopted this resolution; however, the authority for these grants
<br />has been changed from the Department of Health, Education and Welfare to the Department of Interior.
<br />It is therefore necessary to adopt this resolution for the Department of Interior. This authorizes
<br />a grant of $81,000 to be used in sewe~ c~nstruction in the City of Portsmouth."

<br /> On motion of Mr. Eas~es, the following resolution was adopted, without dissenting vote:

<br />"~{EREAS, the Department of Interior is authorized under the Federal Water Pollutio~ Control
<br />to make grants to municipalities for the construction of sewerage treatment works, and
<br />I~EREAS, it is necessary for the City of Portsmouth to expand its sewerage system.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Councit of the City of Portsmouth, Virginia, that:
<br /> (1) Aubrey P. Johnson, Jr., City Manager, is authorized to submit and sign an application,
<br /> and all!subsequent documents, to the Department of Interior pursuant to the provisions of
<br /> the Federal Water Pollution Control Act requesting a grant of $81,000.00 to be Used to
<br /> construct an extension of its sewerage system.
