68-63- The following letter from ~lelvin Green, Chairman, 'Southside Improvement League, was
read:

"We~ the members of the Southside Improvement League, request of the City Council permission
for a member of our organization, ~{rs. Gloria Wilson, to speak in the behalf of the FOOD ST~vtP PROGRA~,
at the Cotm~il meeting, Tuesday, February 27th.
A petition of fifteen hundred names has been presented to City Council. This is a city-wide
effort and we are hoping that Portsmouth will live up to its' name of "Progressive .Portsmouth."
We feel that this program will benefit this city in its' application for the Hodel City Program.
We are hoping you will give this matter your deepest consideration."

Motion of Mr. Barnes to suspend the rules to hear Hrs. Gloria Wilson, was adopted.

Mrs. Wilson presented the following:

"Gentlemen of the Council and especially you the honorable Mayor Smith, I would like to thank
you and commend you for your remarks appearing Thursday, February 22 in the Virginia Pilot, concerning
Food Stamps. We see you realize our ~light and are sympathetic with our need for the food stamp
program,
Also, I would like to comment on some of the points brought out in the ne%¢spaper concerning
food stamps. I think newspaper articles have shown that programs designed to help the ooor
actually help the entire community. You will please notice that if more money is spen~ for
food it means Zhat the food merchants will receive more money. Another point brought out
shows that the:food stamp program is a sound, practical program and I would like to quote
Virginia P~lot February 22, "Norfolk and Chesapeake officials concerned With administering the
Food Stamp Program in those cities are enthusiastic about it."
We are not trying to badger yeu. We are trying to bring out tke facts of the involvement
in a poor persons budge~.
How do you think people feel - making sixty dollars ($60) a week, before taxes - when they
try to make groceries.
