<br />by the Planning Commission, was adopted, without dissenting vote.
<br /> 68-88 - The following letter from the Director of Planning was read:
<br /> "At it s regular monthly meeting on March 5, 1968, the City Planning Commission resolved to recommend
<br />closure af the following two streets:
<br />
<br /> S-68-3 Petition of Attorney J. S. Livesay, Jr. to close Fourth Avenue in West Norfolk from the
<br />southern line of Washington ~-south to its end at th~ Port ~arden's line.
<br /> S~68-4 Petition of Attorney J. S. Livesay, Jr. to close Columbia Street from its juncture with Frederic]
<br />Boulevard and Airline Boulevard east approximately 128 feet.
<br /> Both of these are now considered strictly paper streets and serve no public purpose. In the case
<br /> of Columbia Street, there are drainage and~tility easemor~swhichmust be retained to protect the City
<br /> Portsmouth; and the applicant is entirely in accord with their reservation by the municipality."

<br /> On motion of Mr. Johnson, referred to the City Attorney.

<br /> 68-89 - The following letter from the Highland-Biltmore Elementary School PTA was read:
<br /> "At the February meeting of the Highland-Biltmore Elementary School PTA~ two representatives of the
<br />Portsmouth Police Department gave our body a presentation concerning the crime rate in various categories~
<br />as opposed to the number ~f police and their salaries here in Portsmouth in comparison to other cities.
<br /> Also discussed was the recruitment problem now confronting the Portsmout~ Polic~Depax~meR~. It
<br />seems that a pay increase for our police would tend to ease this problem. A pay increas~ would also be a
<br />possible deterrent to our trained police leaving the department to seek higher paying employment.
<br />
<br /> It was recommended to and voted on by those members present at this meeting to contact you and
<br />express our ~endorsement of the proposal of the Police Department for a salary increase."
<br />
<br /> Motion of Mr. Barnes to receive, acknowledge~and refer to the budget study for 1968-69, wa adopted,
<br />without dissenting vote.
<br />
<br /> 68,90 - The following letter from J. E. Bristow~ presented by D. K. Hobday, was read:
<br />
<br /> "It is requested that~the gdgefield Civic Club be permitted to present a petition to the City
<br />Council on March 12, 1968, pertaining to street lighting in the community of Edgefield."
<br />
<br /> Motion of Mr. Barnes to suspend the rules to hear Mr. Hobday, was adopted.
<br /> blr. Hobday presented the following petition:
<br />
<br /> "~e~ the undersigned members of the Edgefield Civic Club and residents of the Cityeof Portsmouth,
<br />Virginia, residing in the communities of Edgefield and Hedgerow, do hereby petition the City of Portsmouth
<br />to take necessary action, at the earliest possible date, to make a comprehensive survey of the street
<br />lighting in Edgefield and relocate existing and install additional mercury-vapor lights to adequatelyllight
<br />the streets of Edgefield. This includes replacing p~esent lights on Hedgerow Lane which are inadequate
<br />both in quan~i~y and l'omen power."

<br />68-91 - The following letter from the Wesley Community and Child Service Center~ Inc. was read:
<br />
<br /> "We would like very much to meet with the City Council, at its convenience, to disquss matters
<br />relating to this neighborhood and our mutual problems. We feel that an exchange of ideas and plans would
<br />be beneficial, both to the Council and to us.
<br />
<br /> May we hear from you regarding a possible meeting date? Thank you."
<br />
<br /> Motion of Mr. Barnes to refer to the City Manager to make requested arrangements as soon as possible,
<br />was adopted, without dissenting vote.
<br />
<br /> 68-92 - Dean Hulbert, of Frederick College, who had requested permission of the Mayor to speak,
<br />was acknowledged by the Mayor.
<br />
<br /> Mr. Humbert presented the following resolution, which had been adopted by the Chesapeake Chamber of
<br />Commerce ~nd the Chesapeake City Council:
<br />
<br /> "WHEREAS, recent act$on were taken to close Frederick College, a private 4 year educational
<br /> institution; and
<br />
<br /> ~qHEREAS, such action will create chaos for those students **ho now must locate another college, and
<br />'i~L:!.~ wHEREAS, this action will also create an employment problem for faculty and staff, and
<br />
<br /> ~HEREAS, the loss of this institution will have an adverse economic effect on the Tidewater,
<br />Virginia area, and
<br />
<br /> ]~EREAS, a plan must be implemented to, at a minimum, phase-out Frederick College, and
<br />
<br /> !,CHEREAS~ such a plan is currently being proposed by the Administration, Faculty, students and
<br />
<br />
