March 12, 1968 <br /> <br />Mr. Bouie Was not present. <br /> <br /> The Clerk was requested to write him stating that the matter had been referred to a conference on <br />budget study. <br /> <br />Communications from the following regarding the food stamp plan, were acknowledged: <br /> <br />Rev. Watkins, 2204 Atlanta Avenue <br />Mr. 8~d Mrs. %~Jm. Green, Sr., 3309 Gwin Street <br />H~%William Langston, 3229 Gwin Slreet <br />Catherine D. Hendrlcks, 2010 Chestnut Street <br /> <br /> 68,85 ,-The following letter from the Veterans Information and Service Center was read: <br /> <br /> "Attached is a proposed budget to cover the expense of operating the office of the Veterans Information <br />and Service Center for the fiscal year 1968-1969. <br /> <br /> It is requested that the sum of $7,778.00 be included in the budget of the City of Portsmouth <br />for the fiscal year 1968-1969 as their contribution to the support of the Veterans Information and <br />Service Center. <br /> <br /> Due to the enactment of new laws by the Federal Government increasing benefits to the veterans <br />~md their dependents, more and more l:~*l-II, Korean and Vier Nam veterans making claims on the Veterans <br />Administration, the work has increased to the point where we should have two full-time secretaries and <br />~ne part-time employee on duty. <br /> <br /> At the present time, we have three part-time employees who receive $125.00 each per month. <br />Due to the lack of funds, we are unmble to pay these people full-time wages. <br /> <br /> Based on the proposed budget, the Portsmouth-Chesapeake areas would realize a return of approximately <br />$35.00 on each dollar appropriated for the support of the Center. <br /> <br /> Hr. F. N. Bilisoly, Mr. T. O. Palmer and t will be glad to meet with your committee at any time <br />to discuss our proposed budget in the event it is desire. <br /> <br />vote. <br /> <br />Your serious consideration in the matter of increasing your contribution is requested." <br /> <br />Motion of Mr. Barnes to refer to a conference on budget study was adopted~ without dissenting <br /> <br />68-86 - The following letter from the Division of Corrections, Department of Welfare and Institutions <br /> <br /> "A representative of this Department called at the Portsmouth City Police Lockup on February 16, <br />1968 at 3:40 P.M. The purpose of this call was to perform a routine inspection. Deputy City Sergeant <br />Jimmy Jordan was present. <br /> <br /> At the time of the inspection the lockup was being cleaned since it has just been used by court ~ <br />prisoners. The condition of cleanliness throughout the lockup was considered good. There were no <br />noticeable changes within the building and none wereccalled to the attention of the representative at the <br />time of the inspection. The lockup continues to serve as a place of detention and also a temporary jail for <br />some prisoners while Portsmouth City Jail is un,er construction. Itappears to reseive proper attention <br />and to be wel~ managed. <br /> <br />If this Department can be of any assistance to you, please feel free to call on us." <br />Motion of Hr. Leary to receive as. information, was adopted, without dissenting vote. <br />68-87 - The following letter from the Director of Planning was read: <br /> <br /> "At its regu%Rr monthly meeting on March S, 1968, the City Planning Commission acted upon the <br />followiDg two inquiries concerning land owned but not used by the City of Portsmouth and possibly to be <br />declared surplus and placed on sale at public auction: <br /> <br />'A triangular shaped parcel identified as <br />Parcel 205-14, fronting llS feet on <br />Frederick Boulevard and located on the <br />northeast side of Frederick Boulevard at <br />the intersection with Killian Avenue.~ <br /> <br /> The Planning Commission resolved to recommend that this Droperty be retained bythe City of <br />Portsmouth in that it may be n~eded in the relatively near future for construction of the Metropolitan <br />Loop Freeway as proposed in the official Southeastern Virginia Regional Highway Plan of 1965. However, <br />the Commission sees~no reason why this might not be leased as has been done in at least one other similar <br />case. <br /> <br />"Identified as Parcel 619-24 lying on the <br />south side of Portsmouth Boulevard at the <br />eastern boundary of Hodges Manor, Section <br />1, parcel being 60 feet wide and approximately <br />400 feet deep.f' <br /> <br /> The Commission. . ,, recommends approval of this request, subject only to retention of utility easements <br />hy the munic!pal~ty. <br /> <br /> <br />
