This highway runs between Lake Ca~oo~ and Lake Kilby, and the <br />Highway Department has requested this property in order that t~ey can improve t~e ~gh~a~. The Highway <br />Deoartment has requested that the city deed this land at no cost to the Highway' Department. The Other <br />p~operty owners along this highway are donating their property. <br /> <br /> This land will not affect the operation of the Portsmouth Water Department. I therefore, <br />reco.v~end I be authorized to sign an option for the;p~pp <br /> <br /> :;~Motion of Mr. Johnson to concur in the recomendation of the City Manager was. adopted, without <br />dissenting vote. <br /> <br /> 68-79 - "I submit herewith the reports of the viewers concer~ing the closing of T~ird Street between <br />Henry Street and a line 92 feet south thereof. Two viewers have reccm~mended the closing and three have <br />recommended that the street not be closed. <br /> <br /> A study was also conducted by the Traffic Department ~nd the study shows the peak hour <br />traffic volumes are not of alarming proportions. It does show that Third Street is used as a route for <br />oriented traffic to and from the Civil Service office of the Norfolk Naval Shipyard. The street is <br />providing an appropriate alternate to Fourth Street, and serving to breakup the traffic, thereby keeping <br />it from forming into congested groups. <br /> <br /> I recommend, in lieu of officially closing the street, thmt the city furnish portable <br />barricades, to allow the Wesley Center the use of the street during their class hours, I further <br />recommend that I be authorized to attempt'to acquire property adjacent to the Center for playground <br />purposes." <br /> <br /> Motion of Mr. Barnes to concur in the City~.~tanager's recomuendation and that a report~;b~ade <br />to the Council as soon as possible, on the acquisition of the property adjacent to the Center, was adopted, <br />without dissenting vote. <br /> <br /> 68-80 - "At the first meeting in February of the City Council, I recommended that the use permit <br />of the American ~ron and Metal Co~pany for the operation of a junk yard on the Belt Line Railroad <br />property adjacent to Harbor Drive be revoked. At that meeting, theattorney for the American Iron and <br />Metal Cormpany requested a delay of thirty days before Council took action on this matter. <br /> <br /> The thirty days have expired and I have received no further communication from the <br />American Iron and Metal Company as to their intentions concerning this property. It has been reported <br />in the newspapers that they are planning to move this junk yard. <br /> <br /> I rScemmend that the use permit be revoked and the American Iron and Metal Company be <br />given 90 days to remove the materials from this property." <br /> <br /> Motion of Mr. Johnson to concur in the recommendation City Manager was adopted, without dissenting <br />vote. <br /> <br /> 68-81 - "It is necessary for the cit~ to establish a,storage yard for the P~h~i~ Works Department <br />in the area recently acquired from the C~ty of Chesapeake. This property is needed for the storage of <br />street repair materials, salt for snow removal, etc. We, also, plan to store equipment on this property <br />when we are able to properly fence thelland. <br /> <br /> It is necessary that the property be adjacent to a railroad in order that the street <br />materials can be moved by rail into the property. We have therefore negotiated a lease with Norfolk, <br />Franklin andDB~nville Railway Compmly for the use of seven acres of their property near the West Norfolk <br />Road. They will lease the property for $100 per month. I recommend that I be authorized to sign the <br />lease." <br /> <br />Motion of Mr. Leary to concur in the recommendation was adopted, without dissenting vote. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />68,55 - The following ordinance approved en first reading at last meeting, was taken up and read: <br /> <br />"ZONING A]W~ENDMHNT ORDINANCE Z 68-6" <br /> <br />On motion of Mr. King, the ordinance was adopted, and by the following vote: <br /> Ayes: Smith, Barnes, Eastes, Johnson, King, Leafy <br /> Nays: None <br /> <br /> <br />
