<br />KNOWN AS COMPREHENSIVE PLAN AMENDMENT CP-68-}, RELATING TO THE PROPOSED LAND USE IN THE CHURCHLAND

<br /> "t_~EREAS, on February 6, 1968, the City ~lanning Commissi'on he'ld a public hearing as required by
<br />law and threafter conditionally recommednded adoption of the document CP-68-1, the "Churchland Development
<br />Plan", as an amendment to the Comprehensive Plan for the City of Portsmouth; and
<br />
<br /> WHEREAS, this municipal governing body, pursuant to the Code of Virginia, advertise.d and held a vublic
<br />hearing on February 27, 1968, on this CP-68-1 Chu~chland Development Plan document as recommended by ~he
<br />City Planning Commission. ~.
<br />
<br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that document
<br />CP-68-1, the "Churchland Development Plan", containing maps, graphs, charts and textual components, subject
<br />to the four (4) oxceptions~ .modifications and amendments noted below, is hereby adopted ~s an ame~mt to
<br />the Comprehensive Plan for the City of Portsmouth, Virginia:
<br />
<br />(1) Deleting every reference on the>:~ap, CP-68-lA, to any proposed oublic oark
<br /> on Hoffler's Creek, a tidal stream which forms the boundary between Na~semond;
<br />
<br />(2) Deleting every reference on map CP-68-1 to any commercial center on Twin
<br /> Pines Road north of proposed Western .Branch Freeway;
<br />
<br />Extending southwardly from 500 feet east of Cedar Lane to West Norfolk the area
<br />indicat~izas industrial land to the right of way of the Norfolk, Franklin and
<br />Danville Railroad and weste~ardly along the West Norfolk waterfront to the
<br />property line between Jordansville and Bridge View Farm; and
<br />
<br />Extending northwardly to West Norfolk Road (Main Street) the area indicated as
<br />commercial land hetween the rear property line projected of the ChurchlaDd Shopping
<br />Center on the East and Tyre Neck Road on the West."

<br /> In this conncection, the following letter from J. E. Bristow, President of the Edgefield Civic Club,
<br />was read:
<br />
<br /> "It is requested that the Edgefield Civic Club be permitted to present a petition to the City Council
<br />on March 12, 1968, pertaining to the proposed shopping centers in the Merrifield and ~vin Pines areas
<br />of Western Branch."
<br />
<br /> Mr. Hobday, representing Hr. Bristow, presented a petition opposing shopping centers in the Merrifield
<br />and Twin Pine areas.
<br />
<br />68-56 - The following ordinance, approved on first reading at last meeting, was taken up and read:
<br />

<br />On motion of Mr. Leafy, the ordinance was adopted, and by the following vote:

<br /> 68-57 - The following orR~mne~ approved on first reading at last meeting, was taken up and
<br />read:
<br />
<br />"~N ORDINANCE TO APPROPRIATE $23,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR
<br />THE CONSTRUCTION OF A SANITARY SEWER."
<br />
<br />On motion of Mr. Hastes, the ordinance was adopted, and by the following vote:

<br /> 68-58 - T~e following ordinance, approved on first reading at last meeting, was taken up and

<br />"AN ORDINANCE TO APPROPRIATE $12,420.00 FROM THE GENERAL CAPITAL IMRPOV~IENT FUND FOR THE
<br />PURCHASE OF PROPERTY FOR THE RIDDICK WEAVER SCHOOL SITE FROM THE g14~ CALVARY BAPTIST
<br />CHURCH"

<br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vote:

<br />
<br /> 68-69 - Motion of Mr. King to hear Sidney A. Warren, who had requested to be heard regarding property
<br />he owns.
<br />
<br />Mr. Warmen spoke regarding a lot at the end of Cypress Road.
<br />
<br /> Motion of Mr. Barnes to refer to the City Manager for a report ba~k to Council on the status of the
<br />property in question, was ~dopted.
