M~rch 26, 1968 <br /> <br />68-114 - The following letter from the West Side Civic League was read: <br /> <br /> "The members of this league are concerned about the lack of respect for law and order in this great <br />country. <br /> <br /> Since there are many reports that there will be much civil disorder throughout the na~m this <br />summer many cities are making preparations to cope with any trouble that might arise. We believe that being <br />prepared would be the best policy for preventing trouble. <br /> <br /> ~ne question from our members to you is - have preparations been made to protect law abiding <br />citizens of Portsmouth, and to put do¥,m any civil disorder that may occur?" <br /> <br />Hotion of Mr. Bastes to receive as information was adopted. <br /> <br /> The City M~nager commented that the City is prepared for emergencies. <br /> <br /> 68-115 - ~.e:following letter from F. D. Hunter, Chairman, Beard of Directors, Merrifields Civic <br />League, was read: <br /> <br /> "It is my honor and 'pleasure to inf~m you that a numbe~ of, the residents of the Merrifields <br />subdivision, Western Branch area of the City of Portsmouth have recently met and formed a civic organization. <br /> <br />The preamble to our Constitution is as ~ollows. <br /> <br />We, the residents of Merrifields ..., knowing that we may more <br />effectively gain a voice in our conen~unity through group efforts, <br />do hereby band together in an organization to be known as the <br />MEMRIFIBLDS CIVIC LEAGUE and dedicate 0ur ~ffQrts tp making ii <br />Merrifields and Portsmouth places we will always be proud to live. <br /> <br /> We plan to routinely have an observer at all p~elic Council meetings and expect to present our vieMs <br />from time to time for your consideration." <br /> <br />Motion of Hr. Johnson to receive as information was adopted, without dissenting vote. <br /> <br /> 68-116 - The following letter from the City Clerk was read: <br /> <br /> "This is to infe~myou that the term of E. Stanley Busby on the Bond Comm~ission has expired. <br /> <br /> There is an additional vacancy caused by the resignation of J. P. Stephenson." <br /> <br /> ~{otion of Mr. Knight to go into the election of two members Of the Portsmouth Bond Commission <br />was adopted. <br /> <br /> Mr. Barnes nominated ~omas ~. Neal, of the Bank of Virginia and E. Stanley Bu~by~ Citizens <br />Trust Company. <br /> <br /> ~ motion of Mr. Knight~ nominationa were closed. <br /> <br /> Vote being taken, Mr. Neal and ~r. Busby were elected members of the Bond Commission for three <br />years~e~mp, expiring March 1, 1971. ~ <br /> <br /> 68-117 - The following letter from the Portsmouth Area Council on Human Relations was read: <br /> <br /> "In ~e meeting of the Portsmout~ Area Council on Human Relations held Thursday, ~arch 21, 1968, <br />it was agreed that we request the City Council to extend an invitation to Hr. Leon Saunders, Department <br />of Agriculture and Area Representative for the Food Stamp program, to appear before the ~nnncil tp gi~e <br />detailed information regarding the Food Stamps. <br /> <br /> It was the feeling of the people in attendance that the Food Stamp program can provide immeasurable <br />help to families with low incomes ~nd that they should be allowed to participate. <br /> <br /> Mr. Saunders has given us indication that he would be glad to ~opear if invited to do so. In the <br />interest of people not getting enough food, will you invite him and hear him?" <br /> <br /> Motion of Hr. Johnson to receive as information and to thank the Council on Human Relations for their <br />concern, was adopted, with one dissenting vote, that of Mr. Smith. <br /> <br /> 68-118 - The following letter from the t/irginia League for Planned Parent,.ood was read: <br /> <br /> "At the last council meeting, a resolution endorsing family planning was presented by Dr. Alvin <br />Long; Jr. It was referred to conference and I presume wil~ be brought up at the meeting on the 26th. <br /> <br /> Will you please grant permission to Reverend Robert Eason of Park View Methodist Chmrch and <br />Reverend David LaYette of St. Joh~fis Episcopal Church to speak to the council in support of said resolution." <br /> <br /> L~.otte spoke. <br /> Both Mr. Eason ~nd Hr. '~ <br /> <br /> On motion of Hr. Knight, the following resolution was unanimously adopted: <br /> <br /> "k~{EREAS, the arrival of children too soon or too often can impose financial hardship on a <br />family, requiring financial help from the community, and <br /> <br /> <br />
