March 26. 1968 <br /> <br />Motion of bit. King to rece£ve as ln_ormatfon. <br /> <br /> Substitute motion of Mr. ~ohnson that a resolution be drawn, supporting any effort to secure a <br />four-year college for the City of Portsmouth, City of Chesapeake or Nansemond County, was adopted, withuut <br />dissenting vote. <br /> <br />68-110 - The following letter from C. R. Mills was read: <br /> <br /> "May I take this opportunity to express my sincere appresiation for the courtesies extemded me by <br />the Portsmouth Planning Commission at its last meeting in the zoning of Block 9 on the plat of Churchland <br />Land Company. I was most pleased that the Planning Commission recommednded re-zoning t~i$ property <br />to commercial and it is my hope that the Moaomable Council will give favorable consideratio~ of this matter <br />by concurring in the reco~endatlon of .the Planning Commission." <br /> <br />Motion of Mr. Eastes to receive as information was adopted, without dissenting vote. <br /> <br />68-111 - The folloming letter from George R. Rich was read: <br /> <br /> "For your information, we enclose a copy of House Joint Resolution N~. 154, which was ad~pted <br />by the 1968 General A3sembly." <br /> <br /> "WHEREAS, Virginia has receiv~dlnational prominence as tke "home of the Presidents of ~ <br /> t..e United <br />States"; and <br /> <br /> !~EREAS, over the years Virginia has also reared and produced many persons prominent in the world <br />of sports; and <br /> <br /> ~5IEREAS, these star athletes of Virginia are deserving of permanent recognition for their athletic <br />endeavors; and <br /> <br /> I~EREAS, the city of Portsmouth has continually maintained a great interest in sports activities <br />of all kinds and recently set aside certain space in a new civic center for the location of a Virginia <br />Sports Hall of Fame; now, therefore, be it <br /> <br /> RESOLVED by the House of Delegates, the Senate concurring, That a Virginia Sports Hall of Fame <br />to honor prominent athletes of the State be~ established in Portsmouth, Virginia." <br /> <br /> Motion of Mr. Barnes to receive as information and to comend the patrons was adopted, without <br />dissenting vote. <br /> <br />68-112 - The following letter from the Portsmouth School Board was read: <br /> <br /> "The School Board of the City of Portsmouth adopted the following resolution at the regular <br />meeting on February 15, 1968: <br /> <br /> ,That the John Marshall School building be transferred from the School Board to the City of PortsmoUth <br />and that the money collected from fire insurance also be transferred to the City of Portsmouth!~" <br /> <br />Motion of Mr. Knight to receive as information was adopted, without dissenting vote. <br /> <br /> 68-113 - The following letter from Benjamin A. Haddon, Chairmmn, Portsmouth-Dunedin Civic <br />Understanding Commission, was read: <br /> <br /> "On DecemberS0, list, at the convention held in Los Angeles, California, the delegates to the <br />Town Affiliation Association conference, voted membership dues for each community in the United States <br />belongSng to the above named organization. <br /> <br /> It was the general consensus ~at in order to continue this important work of international relations <br />on the people-to-people basis the Association would better function if left in the hands of the cities and <br />its peoples rather than let it become another Federal function which would in essence, hamper the people <br />understanding and unity which has marked the program since its inception. <br /> <br /> I shan't burden this council with the organization mechanics of the operation in this plea but <br />instead will include enclosures which may be perused at a more convenient time. <br /> <br /> The annual dues for a city the populace of Portsmouth (see enclosure 1) is $300.00. The aCpuat which <br />is due the first of each calender year (in this instance, January 1, 1968) are vitally needed for the <br />program to continue. <br /> <br /> As a member of the Association Board of Directors, I am hoping that as the program iavolves more <br />cities the annual amount ban be reduced. However, at this point and in accordance with the adopted budget <br />of the minimtml level {see enclosure 2~ the method of annual~ dues as per the opoulation, eee~ed ~he pm~M way <br />to meet scheduled obligations. <br /> <br /> Also attached is a copy of the list of Board of Directors and a copy of the by-laws which were adopted <br />during the Los Angeles session. <br /> <br /> Gentlemen, I beg your favorable consideration of this matter in order that the City of Portsmouth, <br />one of the national leaders in this field, may continue to assist in pavi~g a better road for international <br />understanding." <br /> <br />vote. <br /> <br />Motion of Mr. Knight to refer to the budget study conference was adopted, without dissenting <br /> <br /> <br />
