Knight to concur in the recommendation of the City Hanager that the concession at the boat <br />ramp be operated by the Recreation Bureau, and that the franchise for the exclusive use of the boat landing <br />at the foot of High Street be ~zar~ed to Norfolk-Portsmouth Harbor Tours, was adopted, without dissentingbvote. <br /> <br /> 68-1S4 - "I am in receipt of a letter from the Southeastern Virginia Regional Planning Commission, <br />requesting approval of an amendment to the Regional Highway Plan. The recommended amendment to the Regional <br />Highway Transportation Plan is the addition of a new limited access highway facility connecting the Norfolk <br />Marine Terminal west of Hampton Boulevard, with the improved Taussig Boulevard (Interstate S64) with an <br />interchange to give direct access to the Interstate Route 64, at the Wards Corner area of Norfolk. <br /> <br /> In accordance with the Virginia Code~ the Regional Planning Commission has held a public hearing and the <br />Commission has approved this amendment to the highway plan. It is necessary that the g~verning bodies <br />participating in the Southeastern Virginia Regional Planning Commission also approve this amendment. <br /> <br /> I recommend that the City Council approve the amendment." <br /> <br /> Motion of Mr. King to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote. <br /> <br /> 68-155 - "I submit the attached resolution and recommend its adoption. This designates Southeastern <br />Tidewater Opportunity Project as fhe official agency for community action ~rograms under the Economic <br />Opportunity Act of 1964. It further concurs with the City of Norfolk holding the public hearing that is re- <br />quired. ' <br /> <br /> In accordance with the Green amendment to the Economic Opnortunity Act of 1964, it is necessary that a <br />community designate an official agency and a public hearing be~ held. <br /> <br /> Since Southeastern Tidewater O~p~c~m~ZM Prp~ect ~as beem acting in beSalf of ~hg_ City of Portsmouth as <br />well as Norfolk, Virginia Beach, Chesapeake, Suffolk and Franklin and the C~u~ties o~ Nansemond, South Hampton <br />and Isle of Wight, I have recommended that we designate STOP to continue to re~resent Portsmouth. <br /> <br />This will qualify Portsmouth to participate in the O.E.O. ~rograms." <br /> <br />On motion of Mr, Leary, the following resolution was unanimously adonted: <br /> <br />"A RESOLUTION REQUESTING THAT THE SOUTHEASTERN TIDEWATER OPPORTUNITY PROJECT BE DESIGNATED AS THE <br />CO~UNITY ACTION AGENCY FOR THE CITY OF PORTSMOUTH AND AUTHORIZING THE CITY OF NORFOLK TO HOLD A <br />PUBLIC t~ARING THEREON FOR THE CITY OF PORTSMOUTH. <br /> <br /> ~%~EREAS, the City Council of Por~smout~ at its meeting on ~¢ember 28, 1965, ~assed a resolution <br />requesting that the Southeastern Tidewater Opportunity Project be designated as the Community Action Agency <br />for the City of Portsmouth; and <br /> <br /> t~EREAS, the City of Norfolk is willing to hold a public hearing, as reouired by law, on the request <br />that Southeastern Tidewater Opportunity Project be designated as the Community Action Agency for Norfolk, <br />Portsmouth and the other jurisdictions presently supporting the Southeastern Tidewater 0pnortunity Project: <br />and ' ~ <br /> <br /> !~EREAS, the action of the City of Norfolk is in accordance with the desires o£ the City of Portsmouth; <br />and <br /> <br /> ~EREAS, the Southeastern Tidewater Opportunity Project can be made the Community Action Agency for the ~'~ <br />City of Portsmouth by endorsement of the action of the City of Norfolk. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That this Council hereby endorses the reeuest of the City of Norfolk that the Southeastern Tidewater <br />Opportunity Project be named as ~he Community Action Agency for Norfolk, Portsmout~.~d the other jurisdictions <br />supporting the Southeastern Tidewater Opportunity Project. <br /> <br /> 2. That the City of Norfolk is hereby authorized to hold a public hearing on behalf of the City of <br />Portsmouth on this request and that a copy of this resolution be included in the record of such public hearing. <br /> <br /> 5. That a copy of this resolution be sent to the office of the Southeastern Tidewater 8pportunity <br />Project and to each of the other jurisdictions supporting the Southeastern Tidewater Opportunity Project." <br /> <br /> 68-156 - "This is to advise the City Council that the City has received a notice from the Fifth Coast <br />Guard District of an application from the Merrifields Civic League and Edgefield Civic Club requesting the <br />draw of the West Norfolk Bridge not be open for waterborne traffic daily Monday through Friday, from 7:30 A.M. <br />to 9:00 A.M. and from 4:00 P.M. to 6:00 P.~., except ~or emergencies. <br /> <br /> This will not affect any operations as far as the City government is concerned; however, there are some <br />industries and others relating to waterborne traffic that may be inconvenienced. <br /> <br /> I believe there are citizens in the audience that wish to be heard on this matter." ~ <br /> On motion of Mr. Barnes, the privilege of the floor was granted interested persons. <br /> <br /> <br />
