<br /> out of Conservation projects with Federal financial assistance under Title I, including those pro-
<br /> discrimination because of race, color, creed, or nation origin:
<br />
<br /> THEREFORE, BE IT RESOLVED BY THE COUNCIL OE THE CITY OF PORTSMOUTH, VIRGINIA:
<br />
<br /> That it is hereby found and determined that the Project is a blighted, deteriorated or deteriorating
<br /> area suscepiible of conservation through appronriate public action and qualifies as an eligible
<br /> oroject area under Title 56, Article 7, Code of Virginia, as amended.
<br />
<br />TRat the Conservation Plan for the Project, having b~en duly reviewed and considered, is hereby
<br />approved, and the City Clerk be and is hereby directed to file said copy of the Conservation Plan
<br />with the minutes of this meeting.
<br />
<br />That it is hereby found and determined that the obiectives of the Conservation Plan cannot be
<br />achieved through more extensive rehabilitation of %he Project area.
<br />
<br />That it is hereby found and determined that the Conservation Plan for the Project area conforms
<br />to the general plan of the Locality.
<br />
<br />That it is hereby found and determined that the financial aid provided and to be nrovided pur-
<br />suant to the contract (s) for Federal financial assistance oertaining to the Project is necessary
<br />to enable the Project to be undertaken in accordance with the Conservation Plan for the Project
<br />area,
<br />
<br /> 6. That it is hereby found and determined that the Conservation P~an for the Conservation Area will
<br /> afford maximum opportunity, consistent with the sound needs o£ the Locality as a whole, for the
<br /> Conservation of the Area by private enterorise.
<br />
<br /> 7. That it is ~ereby found and ~etermined that the Conservation Plan for the Conservation Area gives
<br /> due consideration to the provision of adequate oark and recreational areas and facilities as may
<br /> be desirable for neighborhood improvement, with soecial consideration for the heRl~ safety, and
<br /> welfare of children residing in the yeneral vicinity of the site covered by the Planf
<br />
<br /> 8. That it is hereby found and determined that the program for the nroper relocation of individuals
<br /> and families displaced in carrying out the Project in decent, sa~e, and ~anitary dwellings in
<br /> conformity with acceptable standards is feasible and ham be reasomabIy and ~imely effected to
<br /> permit the proper prosecution and completion of the Project; and-that such dwellings or dwelling
<br /> units available or to be made available to such displaced individuRls and families, amc not
<br /> generally less desirable in regard to public utilities and nublic and commercial facilities than
<br /> the dwellings of the disnlaced individuals and families in ~he Project area, are available at
<br /> rents or prices within the financial means of the disnlaced individuals and families, and are
<br /> reasonable accessible to their places of emplpyment.
<br />
<br /> 9. That, ~n order to implement and facilitate the effectuation of the Conservation Plan hereby approved,
<br /> it is found and ~etermined~that certain official action must be taken by this Body with reference,
<br /> among other things, to changes in zoning, the vacating and removal of streets, alleys, and other
<br /> oublic ways, the establishment of new street patterns, the location and relocation of eewer and water
<br /> mains and other nublic £acili~ies, and other ~ublic action, and, accordingly, this 8ody hereby
<br /> pledges its cooperation in helping to carry out the Conservation Plan; (b) reeuests the various
<br /> officials, departments, boards, and agencies of the Locality having administrative resnonsibilities
<br /> in the premises likewise to cooperate to such end and to exercise their respective functions and
<br /> powers in a manner consistent with the Conservation Plan; and (c) stands ready to consider and take
<br /> appropriate action upon proposals and measures designed to effectuate the Conservation Plan.
<br />
<br /> 10. That additional financial assistance under the provisions of Title I of the Housing Act of 1949, as
<br /> amended, is necessary to enable the land in the Project area to be renewed in accordance with the
<br /> Conservation Plan for the Project area and, accordingly, the filing by the Local Public Agency of
<br /> an application or applications for such financial assistance under Title I is hereby approved."
<br />
<br /> 68-iSl-b Motion of Mr. Knight that the City Attorney nrepare a resolution requesting the Portsmouth
<br />Redevelopment and Housing Authority to give further study to possible modifications in the Olde Towne nlan,
<br />was adopted, without dissenting vote.
<br />
<br /> 68-151 - "I submit the attached resolution and recommend ils~a~e~tion, TRis apnoints viewers for the
<br />closing of the'following: - "
<br />
<br />1. An unopened alley located in B%ock 33 of the plat of the Churchland Land Company.
<br />
<br />2. An unopened portion of B~Street on the ~lat of the Churchland Land Company betwen Lots 10 through
<br /> I7 in Block 23 of the Chu%chland Land Company, and'Lots 18 through 26 in Block 52 of the Churchland
<br /> Company.
<br />
<br />3. An unopened alley in Block 32 of the plat of the Churchland Land Company.
<br />
<br />The Planning Commission has approved the closing of this street and two alleys."
<br />
<br />On motion of Mr. Barnes, the following resolution Was adopted, without dissenting 9ore:
