<br /> PLAN AND THE FEASIBYLITY OF RELOCATION FOR THE OLDE TOWNE CONSERVATION PROJECT, PROJECT NO.

<br /> WHEREAS, under the provisions of Title I of the Housing Act of 1949, as amended, the Secretary of
<br />Mousing and Urban Development is authorized to provide financial assistance to Local Public Agencies for
<br />undertaking and carrying out conservation projects; and
<br /> WHEREAS, it is provided in such Act that contracts for financial aid thereunder shall require that the
<br />Conservation Plan for the resnective nroject area be approved by the governing body of the locality in which
<br />the project is situated and t~at such' approval include findings by the governing body that: (1) the fin-
<br />ancial aid to be provided in the contract is necessary to enable the nroject to be undertaken in accordance
<br />with the fionservation Plan; (2) the Conservation Plan will afford maximum opportunity, consistent with the
<br />sound needs of the locality as a whole, for the rehabilitation or redevelopment of the Conservation area by
<br />private ~nterprise; (S) the Conservation Plan conforms to a general plan for the development of the locality
<br />~s a whole; and (4) the Conservation Plan gives due consideration to the provision of adequate park and
<br />recreational areas and facilities, as may be desirable for neighborhood improvement, with special consider-
<br />ation for the health, safety, and welfare of children residing in the gneral vicinity of the site covered by
<br />the Plan; and
<br /> ~ERE~, the Portsmouth Redevelopment and Housing Authority (herein called the "Local Public Agency")
<br /> has entered into a olanning contract for financial assistance under such Act with the United States of
<br /> America, acting by ~n~ through the Secretary of Housing and Urban Development, pursuant to which Federal
<br /> funds were pr6vided for the preparation of surveys and glans for the Olde Tmme Conservation Project, Project
<br /> No. Va. $-49 (herein called the "Project") and encomoas~ing the area described on the attached Boundary
<br /> Deecription, located in the City of Portsmouth, Virginia (hereing called the "Locality"); and
<br /> WHEREAS, the Local Pi~lic Agency has applied for additional financial assistance under such Act and
<br /> nroooses to enter into an additional contract or contracts with the Housing and Home Finance Agency for the
<br /> ~nd~rtaking of, and for making available additional financial assistance for, the Project; and
<br /> WHEREAS, the Local Public Agency has made detailed studies of the location, physical condition of
<br /> structures, land use, envirommental influences, and social, cultural, and economic conditions of the Project
<br /> are{ and has determined that the area is a blighted, deteriorated or deteriorating area, susceptible of
<br /> conservation but under existing conditions is detrimental and a menace to the health, safety, morals and
<br /> welfare of the inhabitants and users thereof and of the locality at large, because of the following:
<br /> 43.4 of the S7.6 project acres, or 7S.3 percent are in ~ blighted and deteriora%ed condition; 137 of the
<br /> 265 principal buildings, or S2 percent are blighted and deteriorated; and the clearance of 14 principal
<br /> buildings, or S.3 percent, is rbquired to remove blighting influences and/or to achieve the objectives of
<br /> the Conservation Plan; further, this blighted deteriorated or deteriorating area is detrimental to the
<br /> safety, health, morals and welfare of the community because of dilapidation and basic environmental de-
<br /> ficiencies such as, overcrowding or improper l~cation of structures on the land; excessive dwelling unit
<br /> demBity, ifac~mpatibte land use relationships; obsolete building types; inadequate street layout, inadequate
<br /> harking and the dilanidation of auxiliary structures in rear yards which together with accumulation of debris
<br /> ~roduces a deleterious effect in,some areas of the project; and the members of the Governing Body have been
<br /> fully apprised by the Local Public Agency and are aware of these facts and conditions; and
<br /> WHEREAS, there has been nreoared and referred to the Co_~ncil of the City of Portsmouth (herein called th{
<br /> "Governing Body") for review and approval of a Conservation Plan for the Project area, dated May 1968 and
<br /> consisting of 24 pages and 3 exhibits, supported by the following supplementary material, data, and recommen-
<br /> dations, which ma{erial, date, and recommendations are not a part of the Conservation Plan: Final Pro~ect
<br /> Report, Part I-Application for Loan and Grant, Olde Towne Conservation Project, Project No. Va. R-49, dated
<br /> March 1967; and
<br />
<br /> W~EREAS, the Conservation Plan has been approved by the Governing Body of the Local Public Agency, as
<br /> evidenced by the copy of said Body's duly certified resolution approving the Conservation Plan, which is
<br /> attached thereto; and
<br />
<br /> WHEREAS, a general plan has been prepared and is recognized and used as a guide for the general develon-
<br /> ment of the Locality as a whole; and
<br />
<br /> ~HEREAS, the Conservation Plan for the Project area prescribes certain land uses for the Project area
<br /> and will require, among other things, ~changes ~n zoning, the vacating and removal of streets, alleys, and
<br /> other public ways, the establishment of new street patterns, the location and relocation of sewer and water
<br /> mains and other nublic action); and
<br />
<br /> WHEREAS, the Local Public Agency has pre, oared and submitted a nrogram for the relocation of individuals
<br /> and families that may be displaced as a result of carrying out the Project ~n accordance with the Conserva-
<br /> tion Plan; and
<br />
<br /> WHEREAS, there have also been ~resented to the Governing Body information and data respecting the re-
<br /> location program which has been prepared by the Local Public Agency as a result of studies, ~urveys, and
<br /> inspections in the Project area and the assembling and analysis of the data and information obtained from
<br /> such studies, surveys, and inspections; and
<br />
<br /> I%~EP~AS, the members of the Governing Body have general knowledge of the conditions p~evailing in the
<br /> Project area and of the availability of oro~er housing in the Locality for the relocation of individuals
<br /> and families that may be displaced from the~Project area and, in the light of such knowledge pf local
<br /> housing conditions, have carefully considered and reviewed such ~roposals for relocation; and
<br /> I%~EREAS, it is necessary that the Governing Body take appropriate official action respecting the re-
<br /> location progrmm and the Conservation Plan for the Project, in conformity with the contract (s) for financial
<br /> assistance between the Local Public Agency and the United States of America, acting by and through the
<br /> Secretary of Housing and Urban Development; and
<br />
<br /> !{HEREAS, the Governing Body is cognizant of the conditions that are imposed in the undertaking and
<br />
