Ju~e 25. 1968 <br /> <br />~i~!~68-209 - "Bids were received at ll:0O A.M. on Friday, June 21, for a lease on qity owned property on <br />Deep Creek Boulevard. Chandle~Harper submitted the only bid offering to pay rental of $500 per month, <br />which is the same rental he is now paying for the exis~ting lease. <br /> This lease will run for a period of ten years with option torenew for an additional ten years. It <br />further stipulates that a minimum of $S0,000 in improvements must be expended within the ten.year period or <br />the option will not be rene~ed, tt further stipulates that a minimum of $2S,000 must be epended during the <br />second ten year period. <br /> <br /> I recommend that this bidbe accepted and the proper City officials be authorized to sign the lease for <br />this property." <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote. <br /> <br /> 68-210 - "I submit the attached resolution and recommend its adoption. This authorizes the submission of <br />an application~the Department of Housing and Urban Development for i~beautif~ation activities grant;' <br />The total estimated cost for the beautification activities covered by this application amount to $75,000. <br /> It is necessary to deduct-$5,115 as the base cost of activities during-the two preceding fiscal years making <br /> the base grant $69,885. The federal government ~ill provide 50% of this or a total of $34,942.50. The <br /> City's portion of this can be provided by services in kind such as labor, equipment and etc. <br /> <br /> The activities proposed under this grant would be beautification of City Park, George Washington Park, <br /> Mount Herman Neighborhood Park and Bayview waterfront. It also includes a beautification program for the <br /> Civic Center, Middle Street Mall, Alton Square, the Street~Tree Planting Program, highway and parkway median <br /> strips and other minor projects. <br /> <br /> It is necessary that this resolution be adopted before Jmne 50 in order that the City will be eligible to <br /> receive these founds during the next fiscal year." <br /> <br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION OF APPLIC;dYr AUTHORIZING FILING OF APPLICATION FOR URBAN BEAUTIFICATION AND <br />IMPROVEmeNT GRANT <br /> <br /> WHEREAS%/f~[~eiIX of the Housing and Urban Development Act of 1965 amends Title VII of the Housing Act <br />of 1961 and provides for the making of grants by the Department of Housing and Urban Development to States <br />and local public bodies to assist them in the beautification and improvement of opanspace and other public <br />urban land where such assistance is needed for carrying out a local program which is important to the com- <br />prehensively planned development of the locality; and <br /> <br /> WHEREAS the City of Portsmouth desires to beautify and improve openspace and other public urban land to <br />facilitate their increased use and enjoyment; and <br /> <br /> I~tIEREAS Title VI of the Civil Rights Act of 1964 and the regulations of the Department of Housing and <br />Urban Development effectuating that Title prohibit d~scrimination on the basis of race, color, or national <br />origin in the use of all ~acilities and improvements provided by Federal assistance; and <br /> <br /> 1~tERBAS the City of Portsmouth is cognizant of the conditions that are imposed in the tuidertmking and <br />carrying out of programs assisted ~nder Title VII of the Housing Act of 1961, as amended, including those <br />relating to labor standers and equal employment opportunity; and <br /> <br /> WHEREAS~ it is estimated that the cost of the activities proposed to be carried out in performance of <br />beautification and improvement of open-space and other public land exceeds the usual expenditures of the City <br />of Portsmouth for comparable activities hy $69,885.00. <br /> <br />NOW, THERBFORB, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH: <br /> <br />That an application bemade to the Department of Housing and Urban Development for a grant in an <br />amount authorized by Title VII of the Housing Act of 1961, as amended, for urban beautification and <br />improvement of open-space and other public urbam~land, which amount is presently estimated to be <br />$54,942.50, and that the City of Portsmouth will provide the balance of the cost. <br /> <br />That the City Manager is hereby authorized and directed to execute and to file such application with <br />the Department of Housing and Urban Development, to provide additional information and to furnish <br />such documents as may be reouired by said Department, to execute such contracts as are required by sa <br />Department, and to act as the authorized correspondent of the City of Portsmouth. <br /> <br />That th~ proposed urban beautification activities are in accordance with the beautification program <br />prepared by t~e City of Portsmouth, of importance to the comprehensively planned development of <br />locality, and that, should said grant application be approved, the City of Portsmouth, will undertake <br />carry out, and complete said urban beautification activities designated in said application and <br />approved by the Department of Housing and Urban Development. <br /> <br />That the Unite~ States of America and the Secretary of Mousing and Urban Development he, and they <br />hereby are assured of full compliance by the City of Portsmouth~ regulations of tb~ Department of <br />Housing and Urban Development effectuating Title VI of the Civil Rights Act of 1964. <br /> <br />That the United States. of America and the Secretary of Housing and Urban Development be, and they <br />hereby are assured of full compliance by the City of Portsmouth ~citk the Federal Zabor standards <br />imposed under Title VII of the Housing Act of 1961, as amended." <br /> <br /> <br />
