Johnson, Jr., City Manager, is hereby authorized and directed to execute and file such <br /> contract or contracts as may be necessary to provide such information and furnish such documents as <br /> may be necessary to provide such in~m~t~nn and furnish such documents as may be required by the <br /> U. Department of Agriculture and the Virginia Department of Welfare and Institutions and to act <br /> as the authorized representative of the Applicant in the operation, of the Food Stamp Program." <br /> <br /> 68-205 - "I submit the attached resolution and recommend its adoption. This authorizes the filing of <br />applications for a federal grant under the Neighborhood Facilities Program. <br /> <br /> Plans contemplate improving the old Armory building on Elm Avenue as a neighborhood facility where programs <br />of recreation, health, social or similar community services will be available for the use by rexidents of the <br />areas of low or moderate income group. <br /> <br /> The estimated cost of improvements to this facility is $160,152.00. <br />government will provide two-thirds of the cost, making ehenm~tceast to the City <br /> <br /> On motion of Mr. Johnson, the following resolution was adopted, without dissenting vote: <br /> <br /> "RESOLUTION ADTHORIZING APPLICATION FOR GRANT OF' FEDERAL FUNDS UNDER NEIGHBOP~IOOD PROGRA~ <br /> <br /> ~HER~AS Section 703 of 'the Housing and Urban Development Act of 1965 authorizes the making of grants of <br />Federal funds to any local public body or agency to assist in financing the development cost of neighborhood <br />facilities necessary for carrying out programs of community service; and <br /> <br />If the grant is approved, the Federal <br /> <br /> I'~H~REAS the City of Portsmouth (herein sometimes referred to as"Applicant") deems it to be necessary and <br />in the public interest to provide certain facilities of the type contemplated in said Section 70:3 and to ~nder- <br />take a project (hereinafter called the "Neighborhood Facilities Project") with Federal grant assistance, <br />described as Old City Armory; and <br /> <br /> WHEREAS it is recognized that the Federal contract for such financial assistance purs.uant to said Section <br />703 will impose certain obligations and responsibilities upon the Applicant and ~iII require among other <br />things (1) the provision of the local share of the cost of the Neighborhood Facilities Project; '(2) the pro- <br />vision for and obligation to finance necessary operating cost ~or said facility, (3) assurances that families <br />or individulas displaced as a result of the development of the Neighborhood Facilities Project will be offered <br />decent, safe, and sanitary housing within their means, (4) the making of relocation payments in accordance <br />with the regulations of the Department of Housing and Urban Development, (S) compliance with Federal labor <br />standards, and (6) compliance ~ith Federal requirements relating to equal employment opportunity; and <br /> <br /> WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations of the Department of Housing and Urbm <br />Development effectuating that Title provide that no person shall, on the ground of race, color, or natural <br />origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination in t~e <br />undertaking and carrying out of projects receiving Federal financial assistance; <br /> <br />NOW, THEREFORE, THE CO~CIL DF T~[~ CITY OF PORTSMOUTH RESOLVES: <br /> <br />That an application on ~ehalf of the City of Portsmouth be made to the Department of Housing and Urban <br />Development Act of 1965, in an mmount equal to two-thirds of the develooment cost of t~e Neighbo~hood <br />Facilities Project, such~development cost now estimated to be $160,152.00. <br /> <br />That the Neighborhood Facilities Project (a) is necessary for carrying out a program of health, recrea- <br />tional, social, or similar conm~unity service in the area, (b) is conisstent with comprehensive planning <br />for the development of the community and {c) Will be available for use by a significant number of the <br />area's low or moderate income residents. <br /> <br />That A. P. Jobmson, Jr., City Manager, is hereby authorized and directed to execute and file such <br />application, to execute such contract or contracts as may be necessary for the 'grant applied for, to <br />provide such information and furnish su~ documents as may be required by the Department of Housing and <br />Urban Develooment,. and to act as the authorized representative of the Applicant in the accomplishment <br />of the N~ghborhood ~acilities Project." <br /> <br /> 68-206 - "I submit the attached adjustments to the budget for the fiscal year ending June 30, 1968, and <br />recommend I be authorized to make these interdepartmental transfers. These are the normal adjustments we have <br />been making each budget Year." <br /> <br /> Motion of Mr. Barnes to concur in the City Manager's recommendation was adopted, without dissenting <br />vote. <br /> <br /> 68-207 - "Isi~amit the attached agreement between the Norfolk, Franklin and Danville Railroad and the City <br />of Portsmouth, and zecommend the proper City officials be authorized to sign. This is for the installation of <br />the water line under the Norfolk, Franklin and Danville Railroad tracks in the Churchland area. This is for <br />the water line being installed to service the Rivershore area." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote. <br /> <br /> 68-208 - "I recommend the proper City officials be authorized to execute a release deed to portions of an <br />easement located on the Nancy T. Wheeler Nursing Home property on Armistead Drive. This is being requested by <br />Nancy T. Wheeler and Gabe Kavadias in order to obtain financing for improvements to the home, <br /> <br /> The lending institution will not lend money unless the City releases these portions of this easement. The <br />City has no need for these portions of the easement." <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted, without dissenting <br />vote. <br /> <br /> <br />
