Knight, <br /> W. T. Leafy, A. P. Jobmsen, ~r., City Manager, M. A. Korb, Jr., City Attorney, and Richard D. Ottavio, <br /> City Auditor. <br /> <br /> /~ne meeting was opened with prayer by Rev. John L. Johnson, pastor, Fellowship Christian Church. <br /> The Mayor greeted His Worship the Mayor of Dunedin, New Zealand, Russell John Calvert, J. P., and <br />presented him with a key to the City. <br /> <br /> 68-203 - The following public hearing on zoning changes was held: <br /> <br />Petition Z 68-11 - Charles E. Russell and Sturtevant Funeral Home <br /> <br /> Donald C.Kilgore, Attorney, spoke for the application. <br /> <br /> James Lalonde, 206 Nodges Manor Road, spoke in opposition. <br /> <br /> On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"ZONING ;uqENDMENT ORDINANCE Z 68-11" <br /> <br />Petition Z 68-12 - John F. Rixey and James V. Bickford <br /> <br />J. S. Livesay, Jr., Attorney, and Dr. Albert G. Loew spoke. <br /> <br /> On motion of Mr.. Knight, the followingordinance was approved on first reading, without dissenting <br />vote: <br /> <br /> "ZONING AMenDMENT ORDINANCE Z 68-12" <br /> <br /> Petition Z 68-19 - Mr. ~. T. George Roe and Don Bright. <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting <br />vote: <br /> <br />"ZONING A~tENDMENT ORDINANCH Z 68-19" <br /> <br />Petition Z 68-20 - City Planning Commission and Attorney Livesay <br /> <br /> Mr. Livesay spoke. <br /> <br /> On motion of Mr. Barnes, the following ordinmnce was approved on first ~eading, without dissenting <br />voto: <br /> <br />"ZONING AMHNDMENT ORDINANCH Z 68-20" <br /> <br />The following reports from~the City Manager were read: <br /> <br /> 68-204 - "I submit the attached resolution and recommend its adoption. This authorizes the City Manager <br />tofile an application with the United States Department of Agriculture through the Virginia Department of <br />Welfare and Institutions, to initiate the Food Stamp Program for the City of Portsmouth. The resolution <br />further authorizes the City Manager to execute the necessary contracts. <br /> <br /> Funds have been provided in the 1968-69 budget for this program. The ~ood Stamp Program was not approvei <br />in the State Welfare budget for the City of Portsmouth. The Federal Government will, however, participate <br />in the cost of administering the program, but it will be 60% local cost and 40% federalocost, rather than the <br />40% local and 60% s~ate and federal cost. The program will be administered by the Social Service Bureau, and <br />it is our plan to sell the stamps through the local banks, if arrangements can be made." <br /> <br />On motion of Mr. Hastes, the following resolution was adopted without dissenting vote: <br /> <br />"RESOLUTION AUTHORIZING APPLICATION FOR PARTICIPATION IN THB FHDERAL FOOD STJg~P PROGRAm,{ <br /> <br /> ~,~ERHAS the Food Stamp Act of 1964 authorizes the making of Federal food stamps available for <br />through local governments to low income families; and <br /> <br /> WHEREAS the City of Portsmouth (herein sometimes referred to as "Applicant") deems it to be necessary <br />and in the public interest to make such stamps available to its citizens who may be eligible; and <br /> <br /> ~{HP~AS Title VI of the Civil Rights Act of 1964, and the regulations of the Department of Agriculture <br />affectuating that Tit~e provide that no person shall, on the ground of race, color, or national origin, be <br />excluded from participation in, be denied the benefits of, or be subject to discrimination in the undertaking <br />and carrying out of projects receiving Federal financial assistance; <br /> <br />NOW, THEREFORE, THE COUNCIL OF THE CITY OF PORTSMOUTH RESOLVES: <br /> <br />1. That an application on behalf of the City of Portsmouth be madD to the U. S. Department of <br /> Agriculture through the Virginia Department of Welfare and Institutions for participation in t~e <br /> <br /> <br />
