<br />CITY MANAGER IN CASE OF THE DISABILITY OF ~ CITY' MAN~[GER

<br /> WHEREAS, the charter of the City of Portsmouth authorizes the Council to designate who shall succeed
<br />to the powers and duties of the office of City Manager if the City Manager is unable to perform the duties
<br />of his office by reason of sickness, absence, vacation or other disability; and
<br />
<br />WHEREAS, it is considered desirable to provide for the orderly succession to the office of City Manager.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED~y the Cotmcil of the City of Portsmouth, Virginia, that in the event of
<br />the inability of the City Manager to perform the duties of his office by reason of sickness, absence, vacation
<br />or other disability, the duties of said office shall be performed by the Assistant to the City Manager, and
<br />in the event that both the City Manager and the Assistant to the City Manager are unable to perform such
<br />duties, then the City Attorney shall perform the duties of the City Manager."

<br /> 68-245 - "I submit the attached resolution and recon~end its adoption and the proper City officials be
<br />authorized to sign the agreement. This agreement is between the Seaboard Coast Line Railroad, and the City
<br />of Portsmouth, for the installation and maintenance of a 30" se~r force main. It is located on the Rail-
<br />road Company shop property, and underneath two railroad tracks located thereon. This is in connection with
<br />the construction of the west to east diversion force main."
<br />
<br />On motion of Mr. Turner, the foll6~ing resolution was adopted, without dissenting vote:

<br /> "BM IT RESOLVED by the Council of the City of Portsmouth, ~irginia, in regular meeting assembled that
<br />the City Manager of said City be, and he hereby is, authorized to enter into an agreement with the SBahoard
<br />Coast Line Railroad Company, and to sign same on behalf of said City, whereby said Railroad Company grants
<br />unto said City the right or license to install and maintain, for the purpose of a sewer main, a line of 30-
<br />inch reinforced concrete pipe, or ductile iron pipe, along a portion of said Railroad Company's shop F~pper~y
<br />and underneath two railroad tracks located thereon at Portsmouth, Virginia; as more particularly described
<br />in said agreement, which agreement is dated May 51, 1968, a copy of which agreement is filed with this City
<br />Council."
<br />
<br /> 68-246 - "I submit the attached resolution and recommend its adoption. This authorizes the Portsmouth
<br />Redevelopment and Mousing Au~he~ity to submit an application for survey and planning funds to the Department
<br />of Housing and Urban Development.
<br />
<br /> This survey and planning grant will he used to develop a plan for the revitalization of the area generall
<br />known as'Southside. The Portsmouth R~devetopment and Housing Authority is further requested to investigate
<br />areas in this proposed p~oject that may be eligible for sonservation."

<br />On motion of Mr. King, the following resolution was adopted, without dissenting vote:

<br /> "WHEREAS, under Title I of the Housing Act of 1949, as amended (herei~referred to as "Title I"), the
<br />Secretary of Housing and Urban Development is authorized to extend financial assistance to local public agencie~
<br />in the elimination and prevention of the spread of their slums and urban blight through the planning and under-
<br />taking of urban renewal projects; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority, at the request of the Council, has investi-
<br />gated and reported to the Council on the condition of that portion of the City of Portsmouth, generally known
<br />as Southside, and further described on the atta~ed boundary description; and
<br />
<br /> WHEREAS, it is desirable and in the public interest that the Portsmouth Red6velopment and Housing
<br />Authority make surveys and prepare pl-ans, presently estimated to cost approximately Nine Hundred Eighty-four
<br />Thousand, Five Hundred Sixty-six ~llar~ ($984,566.00)~ in order to undertake and carry out an urban renewal
<br />project of the character contemplated by Section 110 (c) in theC£ity of Portsmouth, and~State of Virginia which
<br />is described on the above mentioned boundary description:

<br />NO~, THEREFORE, BE IT RESOLVED BY 'THE COUNCIL OF Tf~ CITY OF PORTSMOUTH, VIRGINIA:
<br />
<br /> 1. That the proposed Urban Renewal Area described above is a blighted, 4e~rating area appropriate for
<br />an urban renewal project and that certain areas within the area described above appear to be deteriorating and
<br />may be eligible for conservation as provided under Section ~6-48.1, et.seq, of the Code of.~Virginia 19S0, as
<br />amended and it is so declared, and that the undertaking by the Portsmouth Redevelopment and Mousing A~thority
<br />of Surveys and Plans for an urban renewal project of the character contemplated by Section 110 (c) of Title I
<br />in the proposed Urban Renewal Area is hereby?requested to investigate those aforementioned areas which may be
<br />eligible for conservation and if such investigation indicates that the conservation of any part or parts of the
<br />slum blighted, deteriorated or deteriorating therein is feasible, to delineate such area and prepare a plan for
<br />the conservation thereof.
<br />
<br /> 2. That the financial assistance available under Title I is needed to enable the Portsmouth Redevelopment
<br />and Mousing Authority to finance the planning and undertaking of the proposed Project.
<br />
<br /> 3. That it is ~ognizant of the conditions that are imposed in the undertaking and carrying out of urban
<br />renewal projects with Federal ~inancial assistance under Title I, including those re~ating to (a) the relocatior
<br />of site occupants (b) the provision of local grants-in-aid (c) the prohibition of discrimination because of
<br />race, color, creed, or national origin and (d) the requirement that the locality ~resent to the Secretary of
<br />Mousing and Urban Development, as a prerequisite to approval of the application described below, a Workable
<br />Program for CommunityfI~i~9~i~t, as set forth in Section 101 {c) of Title I, for utilizing appropri-ate public
<br />and private resources to eliminate and prevent the development or spread of slums and urban blight.
