It was resolved ~o recommend approval of the diagram as submitted except for the sub- <br />stitution of residential for the ff6tat~on ef i~dustrial pertaining to a small lot owned by VEPCO on which <br />is situated a transformer station.~: <br /> <br /> Motion of Mr. Ecs,es to concur in the recommendation of the Planning Commission was adopted, without <br />dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 68-242 - "I submit the attached ordinance and recommend it be place on first reading. This appropriates <br />$16,100.00 for the cons,ruB,ion of a sewer line to ~erv~ce the new Chrysler Corporation building being con- <br />structed on Airline Boulevard. ~ <br /> <br /> Chrysler Motors Corporation requested the installation of this sewer line, and has agreed to pay half <br />the cost of construction. This is in accordance with our policy, when these lines are constructed out of <br />phase with our sewer program. <br /> <br /> Bids were opened on Friday, July 5, 1968, for the construction of this sewer line. A. G. Pinks,on <br />Company, Portsmouth,Virginia, was the low bidder in the amount of $13,395.00. Engineering, inspection, and <br />other contingencies amount to approximately $2,678.60. A. G. Pinks,on Company, being the low bidder, I re- <br />commend the contract for the construction of this line be awarded to this firm." <br /> <br />On motion of Mr. King, the follOwing ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO APPROPRIATE $16,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br />CONSTRUCTION OF A SANITARY SEWER ON AIRLINE BOULEVARD." <br /> <br />Notion of Mr. King to award the contract to A. G. Pinks,on Company was adopted. <br /> <br /> 68-243 - "I submit the attached resolution and recommend its aden,ion. This authorizes the submission <br />of an application to the United States Department of Health, Educatio~ and Welfare for a grant of Federal <br />funds under the Hill-Burton Act for the Construction of a Public Health Center. <br /> <br /> It is necessary that this application be submitted prior to October 1, of this year, if the City is to <br />take advantage of the Hill-Burton funds. These funds will pay 55% of the cost of construction of a new <br />Health Center. <br /> <br /> It is estimated that a new Health Center, to meet our requirements will cost approximately $400,000.00 <br />and ~f this application is approved, it would mean the cost of the building to the City would be approximately <br />$180,000.00. This estimate is based on t~e cost of construction of similar Health Departments that have been <br />built in Virginia. The estimated size of,his building would be between 13,Z50 square feet and 14,000 square <br />feet. The present Health Center is approximately 6,000square feet, which includes the area of a prefabricated <br />building which is being used on a temporary basis. Even with the temporary building, the present Health <br />Center is extremely overcrowded, and additional room must be found. <br /> <br /> To submit this application, an estimate of construction costs have to be certified by an architect and <br />a line drawing submitted with the application. Toaccompl~sh this, I recommend that the architectural firm <br />of Vosbeck and Bosbeck of Alexandria, Virginia, he employed. This firm has done many jobs for the state of <br />Virginia, in the construction of this type of ~acility." <br /> <br /> On motion of Mr. Smith the following resolution was adopted, with one dissenting vote, that of Mr. <br />Johnson: <br /> <br />"A RESOLUTION AUTHORIZING APPLICATION~FOR GRANT FOR FEDERAL FUNDS ~BR THE HILL-BURTON ACT~ <br /> <br /> %~HEREAS, the Hill-Burton Act authorizes the making of grants of Federal funds to any local public body <br />or agency to assist in financing the cost of construction of Community Health Centers; and <br /> <br /> %fHERHAS, the City of Portsmouth (herein sometimes referred to as "applicant") deems it necessary and in <br />the public interest to construct a CommUnity Health Center and to undertake such oroject wi~h Federal grant <br />assistance. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That an application on behalf of the City of Portsmouth be made to the United States Department <br />of Health, Education and Welfare through the Virginia Department of Health for a grant under the <br />Hill-Burton Act in an amount equal to 55% of the construction costs of the Community Health Center, <br />such construction costs now estimated to be $400,000.00. <br /> <br /> 2. That A. P. Johnson, Jr., City Manager, is hereby authorized and directed to execute and file such <br /> application, to execute such contract orcontracts as may be necessary, to provide such information <br /> and furnish such documents as may be required by the United States Department of Health, Education <br /> and Welfare and the Virginia Department of Health, and to act as the authorized representative of <br /> the applicant in the accomplishment of the Com. munity Health Center Project. <br /> <br /> 3. That in accordance with Title VI of the Civil Rights Act of 1964, no person shall, on the ground of <br /> race, color, or national origin, be excluded from participation in, b~ denied the benefits of, or be <br /> subject to discrimination in the undertaking and carrying out of this project." <br /> <br /> 68-244 - "I submit the attached resolution and recommend its adoption.
