<br /> 4. That it is the sense of this body (a) that a feasible method for the relocation of individuals and
<br /> families displaced from the Urban Renewal Area iR conformity with Title I, can be prepared, and (b) that the
<br /> local grants-in-aid can and will be provided in an amount which will be not less that one-third of the Net
<br /> Project Cost of the Project and which, together with the Federal capital grant, will be generally equal to the
<br /> difference between Gross Project Cost, and the proceeds or value of project land sold, leased, or retained for
<br /> use in accordance with the urban renewal plan.

<br /> S. That the filing of an application by the Portsmouth Redevelopment and Housings.Authority for an ad-
<br />vance of funds from the United States of America to enable it to defray the cost of the surveys and plans for
<br />an urban renewal project in the proposed Urban Renewal Area described above is hereby approved."

<br /> 68-247 - "I submit the attached petition received from property owners on the east side of the 1000 block
<br />of City Park Avenue. This ~etition has been submitted in ~onformance with the ordinance adonted by the City
<br />Council on May 28, 1968, providing for the installation of sidewalks. ~
<br />
<br /> This ordinance requires that three-fourths of the land owners involved petition the City Council for side-
<br />walks. The Council must hold a vublic hearing. The property owners must be advised of the public hearing eithe
<br />by personal service or'by newspaper ad. After the public hearing is held, the City Council can authorizedth~r
<br />installation of the sidewalks, and rgquire the property owners to pay S0% of the cost.. This cost can be assesse~
<br />against the property, and billed on the real estate tax notices.
<br />
<br /> I recommend that a public hearing on this petition be held at the next regular Council meeting on
<br />~gust 15, 1968."

<br />sidewalk' on the east side of City Park Avenue, 1000 block, in accordance.with the city
<br />Bm~inA~emui~gc~ntly passed bY the City Council. It is requested that subject sidewalk ~e
<br />five (5) feet wide and, also, that it join the new concrete curbing to be installed. The
<br />sidewalk is to extend from Portsmouth Boulevard to Dunedin Road~

<br /> We, the petitioners, agree that we are to pay 50 percent of the cost of the sidewalk
<br />in four equal payments with our real estate taxes to the City of Portsmouth, Virginia, as
<br />our share of the obligation.

<br /> "We wish to express our appreciation to the Council for electing additional directors so that we might
<br />have a working Board. However, one of the persons elected by the Council, Captain Bruce Stewart, Jr., of
<br />22S Washington Street, has notified us that he is unwilling to serve.
<br />
<br /> This creates a vacancy on the Board which we would appreciate haVing filled as soon as possible. We had
<br />previoUsly furnished additional names of persons we feel would be qualified to serve on.thez~Board, hut we will
<br />be happy to provide additional names if you so desire.
<br />
