D. 0ttavio, City Auditor. <br /> <br /> The meeting was opened withTpr.~yer by Re~. L. T. Wilkins, pastor, United Church of Christ. <br /> Motion of Mr. Smith that all actions taken by this Council subsequent to July 1st, 1968 meeting be here- <br />with ratified and confirmed was unanimously adopted. <br /> <br /> 68-240 - The following joint public hearing of the Council and Planning Commission was read: <br /> Notice: "The Portsmouth Planning Commission and the Portsmouth City Council will hold a joint <br />public hearing on Tuesday, July 2$rd, 1968, at 7:00 P.M., in the .City Council Chanber on the fourth'~toor of <br />the Municipal Building, Portsmouth, Virginia, on the following ordinance: <br /> <br /> ,;~q ORDINkNCE TO AMEND 4-3, 4-6 AND 4-7 OF THE ZONING ORDINANCE OF THE CITY OF <br /> PORTSMOUTH, 1961, TO ALLOW BUS PASSENGER STATIONS IN THE INDUSTRIA~:)~.~ CO~{MERCIAL <br /> C-3 ZONING DISTRICTS.' <br /> <br /> Copies of the proposed ordinance are available for public inspection in the Office of the Planning <br />Commission and the Office of the City Clerk during regular office hours." <br /> <br />Father Julius J. Cilinski, Pastor, St. Paul~s Catholic Church, spoke. <br /> <br /> The Planning Commission recommended unanimously that the ordimance be approved. <br /> <br /> Motion of Mr. King that the Council concur in the recommendation of the Planning Commission and place <br />the ordinance on first reading, was adopted, without dissenting vote. <br /> <br />68-241 - The following public hearing on zoning changes was held: <br /> <br />Petition Z 68-21 - John and Pearl E. Collins. <br /> <br />Attorney L. Cleaves Manning spoke. <br /> <br /> Motion of Mr. Smith to concur in the recommendation of the City Manager and to nlace the following <br />ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 68-21" <br /> <br />Use Permit 6~19 - Petition of C. E. Nix ~ Sons, Inc. <br /> <br /> No one spok~in regard to the petition. <br /> / <br /> Motion.'ofNr. King to concur in the recommendation of the Planning Commission and te approve the <br />following resolution, was adopted, without dissenting vote: <br /> <br />"A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF AN AUTOMOTIVE SERVICE STATION AT <br />THE CORNER OF WESTERN BRANCH BOULEVARD AND ROD~U~N AVENUE, UP 68-19 <br /> <br /> WHEREAS, C. E. Nix ~ Son, Inc. by BrYant G. ~ix, President, an application pursuant to Item (24), <br />Section 4-3 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as <br />kereinafter described; and <br /> <br /> ~HERBAS, the applicant, the Planning Director and the City Manager have done all things required to be <br />done in connection with said application, and the Planning Commission has recomme~fled the granting of said <br />use permit, subject to the conditions hereinafter stated. <br /> <br />NOW,THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That the use for which the use permit hereinafter described is sought (1) will not adversely <br />affect the health or safety of persons residing or~..g in the neighborhood of the prosposed <br />sse, (2) will not be detrimental to the public welfare or injurious to ~roperty or improvements <br />in the neighborhood, and (5) will be in accord with the purpoaes of said Zoning Ordinance. <br /> <br />That C. Nix ~ Son, Inc. is hereby granted a use permit, subject to site plan restrictions, <br />~ursuant to Item {24}, Section 4-5 of said Zoning Ordinance, for the reopening and operation <br />~f an existing automotive service station located on the property described as follows: <br /> <br />Begir~ing at the southeast corner of Western Branch Boulevard and Rodman Avenue; thence south <br />along the east right-of-way line of Rodman Avenue 108.5 feet to a rear property line; thence <br />east along said line 120 feet to a point; thence north 108.5 feet to the south right-of-way <br />line of Western Branch Boulevard; thence west along said line 120 feet to the point of origin." <br /> <br /> CP 68-2 - "~AND USE MAP, OLDE TOt~iE CONSERVATION PROJECT", MAY1968, Portsmouth~Redevelopment and <br />Housin--~--~ority, Exhibit Nt~nber RP-2, Urban Renewal Project VA. RR49, Code Number R-123; a document <br />to be considered for adoption as an amendment to the City of Portsmouth Comprehensive Plan in terms of <br />further defining and clarifying CP-1-6S, the Land Use Plan for the Northside General Neighborhood Renewal <br />Plan. One purpose of this hearing will be to determine if there is~any conflict between proposals con- <br />tained in the document noted above and the officially adopted Comprehensive Plan. The area in question <br />is bounded on the south by London Street, on the west by the Northside Number One and Pert Nelson Place <br />Urban Renewal Prejects, on the east by the Southern Branch of the Elizabeth River, and on the north by <br /> <br /> <br />
