<br /> It is anticipated that $6,814,201.00 will be expended during the 1968-69 fiscal year. To finance these
<br />expenditures it will be necessary to issue General Obligation Bonds of $~000Q00. The balance of the funds
<br />would be received from revenue bonds and grants from the Federal and State government. Of the twenty-six (26)
<br />projects scheduled for the 1968-69 fiscal year, thirteen (13) are either under construction or the engineering
<br />and plans are b~g developed.
<br />
<br /> The tw~nty-nine~million plus of proposed city funds to be expended over the five-year period would require
<br />the issuance of $11,400~800.00 in General Obligation Bonds. During this same period the City would retire
<br />approximately $I1,000,000.00 in General Obligation Bonds. This would mean a net increase of $400,000.00 in the
<br />city's debt for this period.
<br />
<br /> At the present time the city's bonding limit is approximately $5,100,000.00. However, on January 1, 1969
<br />we can anticipate a bonding limit of approximately $15,000,000.00 with the assessment now under way.
<br />
<br /> This budget is submitted for planning purposes only and it will be necessary to up-date on an annual basis
<br />as cOSt estimates will have to be readjusted a~d other federal gran~s will be available that have not been
<br />estimated. This should further reduce the cost in local funds."
<br />
<br /> Motion of Mr. Bastes to accept the five-year Capital Improvement Budget, as proposed by the City Manager,
<br />was adopted, without dissenting vote.
<br />
<br />T~e following reports from the City Manager were read:
<br />
<br /> 68-282 - "I submit the attached ordinance and recomnend it be placed on first reading. This appropriates
<br />$2,$00~00 for the purchase of property at 202 Carolina Avenue.
<br />
<br /> This property has been under negotiation for sometime and is to be used for the development of the Marine
<br />Terminal at Pinners Point."
<br />
<br />On motion of Mr. King, the following ordinance ~as approved on first reading, without dissenting ~ote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $2,500.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR ~ PURCHASE
<br />OF PROPERTY AT202 CAROLINA AVENUE IN PtNNERS POINT."
<br />
<br /> 68-283 - "I submit the attached ordinance and recommend it be placed on first reading. This amends the
<br />ordinances establishing voting precincts for the City.
<br />
<br /> It adjusts the line ~etween PreCincts 30 and 32, as the present line runs through a Subdivision and a
<br />more definite boundary needs to be established. The new line will continue down Elmhurst Lane extended to
<br />Airline Boulevard to Greenwood Drive to the Seaboard Coast Line tracks.
<br />
<br /> This also changes the voting place for Precinct 1 from the Boy Scout hut on Glasgow Street to the Civil
<br />Defense Office at 458 Court Street."

<br />On motion of Mr. Smith, the following ordinance was approved on first reading, without dissenting vote:

<br /> "AN ORDIN~NCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY A~NDING SECTIONS 37.1-31)
<br />37.1-55 ~ND 37.1-59 THEREOF, REVISING THE BOUNDARY LINE BBTI~BEN PRECINCT NO. S0 ~qD PRECINCT NO. 32, AND
<br />CHANGING THE VOTING PLACE FOR PRECINCT NO. 1."

<br /> 68-284 - "I submit the attached ordinance and recommend it be placed on first reading. This amends 3-9
<br />of ~he Code pertaining to cruelty to animals in order that the City Code will conform to the State Code amended
<br />by the last session of the General Assembly.
<br />
<br /> This eliminates animals used in medical experiments from being classified under this section of the City
<br />Code."

<br />On motion of Mr. King, the following ordinance was approved on first reading, without disseni~ng vote:

<br /> 68-285 - "I submit the attached ordinance and recommend that it be placed on first reading. Tliis amends
<br />various sections of the City Code pertaining to the operation of motor vehicles. It is being requested in
<br />order that the City Code will conform with State Code as amended by the last session of the G~neral Assembly.,
