<br />At a regular meeting of the City Council, held on September 10, 1968, there were present:

<br />The meeting was opened with prayer by Rev. Carl Cosslett, PasZor, St. John's Methodist Church.

<br />68-280 - The following hearing on zoning changes was held:

<br />inclusion in the budget of any item or items does not constitute an obligation or commitment on the part of
<br />the City Council of this City to appropriate any funds for that item or purpose. The budget has been pre-
<br />pared on the basis of the estimates and requests submitted to the City C6uncil by the several officers and
<br />department heads of this City. There is no allocation, or designation of any funds of this City for any pur-
<br />pose until there has been an appropriation for that purpose by the City Council. A hearing will be held by
<br />the City Council on the budget for information purposes at the Municinal Building on September 10, 1968, at

<br /> "I submit herewith a five-year Capital ImFF~.ovement Budget for the Oity of Portsmouth and recommend its
<br />approval.

<br /> The new total estimated cost of this five-year Capital budget is $56,854,655.00, of which $29,754,107.00
<br />or 52% involves local funds. The balance of the funds to be received from the State and Federal government.
