<br />were thoroughly studied by the Portsmouth Parking Authority, however, in light of Mr. Humphries comments this
<br />seemed to be fruitless.

<br /> The third stage of the Parking Autherity's investigation, however, proved robe the real stumbling block.
<br />A careful analysis of the Authority~s liabilities and assets revealed that the Portsmouth Parking Authority is
<br />not in a position, financially, to acquire 5lt. Joannoucs property at this time.
<br />
<br /> ~e Portsmouth Parking Authority, in complance with a request from the Portsmouth City Comncil, has con-
<br />ducted a thorough investigation into t~e feasibility of the Portsmouth Parking Authority purchasing the Joannou
<br />property referred to in the preceding paragraphs. It is with regret, however, that, due to the reasons listed
<br />above, the Portsmouth Parking Authority must inform the City Council of the Authority's inability to enter into
<br />such a tramaat~n:,a~:~$ ~ime."

<br />On motion of Flr. Holley, nominations were closed.

<br />Vote being taken, Hr. Powers was unanimously elected a 8pecial Justice to the Lunacy Commission.

<br /> 68-299.5 Motion of Mr. Smith to accept the resignation of Euclid Hanbu~z, Sr., from the Portsmout~
<br />Redevelopment and Housing Authority and that the Clerk write Hr. Hanbury thanking him for his services with
<br />the Authority, was without dissenting vote.
<br />
<br />~4otion of bit. Johnson to go into the election of a member to the Housing Authority was adopted.

<br /> Mr. Johnson nominated Dr. E. A. Barhmm, to fill the unexpired term of 5Jr. Hanbury, which term expires
<br />September 11, 1971.

<br />Motion of Ar. Smith to close nominations was adopted.

<br /> Vote being taken, Dr. Barham was unanLmously elected a member of the Portsmouth Redevelopment and Itousing
<br />Authority for the term specified.

<br />68-514 - The following letter from the Portsmonth Coast Guard ~{useum Inc. was read:

<br /> "The Board has previously written to express its appreciation for your increasing the number of Board
<br />~embers to fifteen, but we have been unsuccessful in getting a full Board despite this.
<br />
<br /> The Board had instructed me to write you requesting that the three vacancies on the Board be filled as
<br />soon as possible, but I have read in tko paper, since our meeting, that Mr. Bernard Levin has been appointed
<br />to the Board.
<br />
<br /> This still leaves two vacancies on the Board which are represented by the resignation of Mr. Donald Porter
<br />and the unwillingness of Mr. R. E. B. Stewart to serve."

<br />Motion of Mr. Eastes to refer to a conference was adopted, without dissenting vote.

<br />68-316 - The following letter from the Seaboard Coast Line ~ailroad Company was read:

<br />sentation made on behalf of the City of PortsmoUth in connection with the container operation at Portsmouth
<br />~{arine Terminals.

<br /> Our client was most impressed with the outstanding working relationsRip that exists between the Portsmouth
<br />Marine Terminal operations and the City Council."
